About The Position

The City of Baltimore’s Department of Finance (DOF) is seeking a Chief of Human Resources (HR). Reporting to the DOF Chief of Staff. Working with DOF leadership, the HR Chief will develop strategies to recruit, onboard and retain staff across our divisions. This is an exciting opportunity for an HR-experienced professional who is ready to lead a department.

Requirements

Bachelor’s degree (or equivalent) from an accredited college or university in human resources management, organizational development, or a comparable field.
Minimum six (6) years of progressively responsible experience in human resources, including at least 3 years of supervisory responsibilities.
Knowledge of general HR functions, recruitment & retention, classification & compensation, learning & professional development, employee benefits, policy & compliance, and workforce planning, especially in a large, diverse, fast-paced organization.
Ability to analyze data and develop metrics and dashboards.
Ability to manage multiple HR responsibilities, balance competing priorities, and guide staff work.
Ability to establish and maintain effective working relationships with the public and peers.
Strong written and verbal communication and conflict-resolution skills.
Authorization for a Criminal Background Check and/or Fingerprint screening.
Completion of a 6-month mandatory probation.
Completion of a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.
