This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) - Office of Mental Health (OMH), Coastal Empire Mental Health Center (CEMHC), Beaufort Clinic, 1050 Ribaut Rd, Beaufort, SC 29902 As the Chief of Clinical Operations, under limited supervision of the Executive Director, you will plan, implement, coordinate and supervise Clinic Directors, Community Programs Coordinator, Child, Adolescent and Families (CAF) /Liaison /Coordinator. You will serve as the Chief clinician for non-medical staff of the Center, analyze statistical reporting with the governing body; serve as liaison for hospital diversion tracking and related activities as well as with other collaborative partners. You may be required to act in the absence of the Center Director; perform other duties as assigned by the Center Director. This position will also serve as a member of the Center’s Executive Council. This position requires travel to all locations and infrequent overnight travel.

Requirements

  • A master’s degree in social sciences and at least four (4) years of social service program experience; one (1) year of which must have been in a community mental health program.
  • Basic computer and word processing skills
  • Clinical knowledge and business skills

  • A thorough knowledge of principles and practices of mental and social treatment services for the mentally ill.
  • Knowledge of agency’s mission, administrative practices, procedures, rules, regulations, policies and standards.

  • The ability to supervise professional & non-professional employees in direct local programs for mental health care.
  • The ability to plan/direct professional services and administration of activities within a clinical environment, and follow regulations, policies and standards used in rendering mental health care.

Responsibilities

  • Directly supervise all Center Clinic Directors; Community Programs Coordinator; Emergency and Community Services Supervisor and Child and Adolescent Coordinator/Liaison.
  • Direct appropriate implementation of personnel practices and procedures for all locations.
  • Responsible for overall oversight and monitoring for all to ensure stability in daily operations for the Center and program development, ensuring that all are providing and documenting services within Center, SCBHDD - OMH, state, federal and CARF guidelines and policies.
  • Attend center and community required meetings.
  • Provide training to Community Stakeholders as needed, and participate in and coordinate educational and anti-stigma events.
  • Ensure continuity of Care as specified in OMH Continuity of Care manual; serve as liaison for hospital diversion, and crisis funds management for the Center.
  • Also serve on the Centers Executive Management Team and Executive Council.
  • Ensure collaboration with the Center’s QA Coordinator to ensure implementation and compliance with Agency’s policies and procedures and that all Program Managers are informed of changes and updates to CMHS manual and are conforming to state, federal and CARF standards.
  • Provide guidance to Managers and facilitate/ coordinate training for staff to ensure compliance and competence with meeting federal, state, and agency standards.
  • Facilitate and/or coordinate staff development and training in Evidence Based Practices (EBP) for Center’s staff in coordination with Center’s Quality Assurance Coordinator (QAC).
  • Responsible for ensuring that all of the Center’s Clinics remains compliant with meeting expectations for staff Patient Care Hours (PCH), collaborative documentation; and Access.
  • Also ensure Center-wide maintenance of appropriate caseload sizes as well as ensure LOC metrics are set and services are delivered in accordance with patient’s established Level of Care (LOC).
  • Also manage and oversee hospital crisis bed fund for the Center.
  • Serve as standing member of the Center’s Corporate Compliance Committee.
  • Monitor Center compliance and reports to OMH Compliance Officer as appropriate.
