About The Position

This position assists a high-level state official by performing complex administrative and supportive tasks crucial for the implementation and administration of major projects and programs that affect all state government departments and agencies. The role involves overseeing agency files and records, analyzing operational procedures, preparing reports, handling public relations duties, coordinating inter-agency work flow, responding to inquiries, and attending meetings on behalf of a superior. The supplemental information indicates the role will specifically assist the Assistant Director, Finance and Contract Management with budget development, monitoring, and management, coordination of the Cost Allocation Plan, and federal funding management including budget development, expenditure tracking, financial reporting, Medicaid administration, and auditing. Candidates are expected to demonstrate strong analytical and critical thinking skills, proficiency in Excel, problem-solving abilities, attention to detail, time management, excellent communication skills (verbal, written, presentation), the ability to develop and monitor work processes, flexibility, meet deadlines, and develop process improvements. The selected individual will have access to Federal Tax Information (FTI) and must undergo a national fingerprint background screening and E-Verify employment eligibility validation.

Requirements

  • Thorough knowledge of the principles and practices of public administration.
  • Thorough knowledge of the principles and practices of modern office management, and the ability to apply such principles and practices.
  • Ability to establish and maintain effective working relations with personnel.
  • Thorough knowledge of the principles and practices of effective implementation procedures for policies and procedures.
  • Ability to prepare accurate and concise written reports.
  • Successful completion of at least two years of academic study in an accredited institution of higher education.
  • Considerable employment in a supervisory position in state government assisting a high level state official performing complex administrative and supportive tasks involved in the implementation and administration of major projects and programs that had effect on all departments or agencies.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.

Responsibilities

  • Assist a high level state official by performing the most complex administrative and supportive tasks involved in the implementation and administration of major projects and programs whose effects encompass all departments and agencies of state government.
  • Oversee the official agency files and records and ensure their accuracy and currency.
  • Study and analyze operational procedures and prepare detailed and comprehensive reports of findings and recommendations.
  • Perform varied public relations related duties such as preparing news releases and writing and delivering speeches.
  • Assist a superior by performing administrative tasks and research in the overall agency operation.
  • Coordinate the flow of work among the various units within the agency.
  • Respond to inquiries and direct them to the proper location for response when necessary.
  • Attend conferences and meetings on behalf of superior and prepare reports thereon.
  • Assist the Assistant Director, Finance and Contract Management in Budget Development, Monitoring and Management including the development of the annual budget and quarterly budget reporting.
  • Coordinate the development and implementation of the Cost Allocation Plan including quarterly reconciliation and cost allocation plan updates as needed.
  • Manage federal funding including Advanced Planning Documents budget development, tracking expenditures and financial reporting, Medicaid administration budget development, reporting, administrative claim tracking and auditing expenditures.
