The Division of Purchases seeks a dedicated training and resource development professional to support current and future procurement systems, processes, and learning initiatives. This role develops and delivers training for staff and various Statewide partners/stakeholders, and maintains high-quality resource materials that promote consistent, compliant public procurement practices. The successful candidate will demonstrate proficiency in adult learning training techniques, experience leading training sessions, and skill in managing training content. This position regularly partners with Division leadership and others as assigned. Strong organizational skills, the ability to manage multiple priorities, and adaptability to shifting deadlines are essential. Excellent oral and written communication skills, with the ability to maintain confidentiality and produce clear, accurate documentation. The candidate must be able to review written materials, quickly understand procurement-related subject matter (including business processes, rules, regulations, policies, solicitations, and award documentation), and translate that knowledge into effective training and resource materials. Proficiency in designing, developing, and maintaining training content. Responsibilities include creating Adobe PDF fillable forms, updating existing materials, and ensuring accuracy and usability. Work products may be reviewed by supervisors and collaborative team members. Ability to conduct planned and ad-hoc training sessions in various formats, including in-person, virtual, and hybrid. Support may be provided via telephone, Microsoft Teams, or other communication methods. This position will develop and deliver training for the Division of Purchases staff, State agencies, quasi-public agencies, Higher Education, vendors, municipalities, and for other entities as directed. Training topics and resource materials may include, but are not limited to, subject matter for Business Processes, Procurement 101, Enterprise Resource Planning (ERP), eProcurement system, and for other procurement-related subjects as directed. Travel throughout Rhode Island is required to deliver trainings to agency partners and external stakeholders; attendance at conferences out-of-State may be required. This position requires usage of a computer, Microsoft 365 Office products (including Word, Excel, PowerPoint, Edge, Outlook, Teams), Adobe Acrobat (PDF), and additional software and platforms as needed, including but not limited to current and future State ERP and eProcurement platforms.
