About The Position

The Chief Clinical Officer (CCO) will lead all behavioral health clinical programming and strategies aimed at meeting clinical benchmarks for quality and productivity, ensuring client care is being provided in accordance with all clinical program regulatory requirements. The CCO is responsible for working closely with the CEO, CFO and COO in establishing and implementing the clinical vision for a comprehensive and integrated model of care serving all ages. The Chief Clinical Officer oversees ongoing clinical staff development and collaborates with their team of Clinical Program Managers and Directors in program planning. Duties include establishing and monitoring all clinical service protocols and practices; performance management, coaching and mentoring of clinical staff; and collaboration with partners, payers, and providers.

Requirements

  • Master’s degree in a relevant human services field such as Social Work, Counseling, Psychology, or Marriage and Family Therapy from an accredited school of graduate education required.
  • 5 years of related experience in the field of public behavioral health or community program development, with experience in an integrated healthcare setting, with coordination of substance use, mental health, and physical health treatment, preferred.
  • Experience working with underserved populations is preferred.
  • Licensed in NM as a Clinical Social Worker or Counselor or equivalent.
  • Must maintain required continuing education credits for both Clinical License and Clinical Supervisor.
  • Computers, Microsoft Office products, and electronic health record (if applicable).
  • Knowledge of Medicaid, Medicare, CYFD, SAMHSA and related Federal and State regulations to includes NM Administrative Rules and statutes preferred.
  • Knowledge of de-escalation methods or ability to be trained in de-escalation methods.
  • Experience conducting crisis debriefs.
  • Ability to effectively interact with persons with diverse ethnic backgrounds, religious views, political affiliation, cultural backgrounds, lifestyles, and sexual orientations and treat everyone with respect and dignity.
  • Operate office equipment such as a personal computer, calculator, copier, fax machine, telephone, and general office equipment.

  • Maintain valid and sufficient personal automobile insurance.
  • Basic Life Support (BLS) and First Aid certification from American Heart Association or American Red Cross required. Must be obtained within 30 days of effective date and be maintained as current throughout employment.
  • Verbal De-Escalation training/certification required. Must be obtained within 30 days of effective date and be maintained as current throughout employment.

Responsibilities

  • Establish and address clinical goals utilizing a team approach for input, discussion and implementation while incorporating data and policy requirements.
  • Monitor the performance of behavioral health providers in relation to clinical best practices.
  • Make appropriate adjustments and modifications to clinical programs, when needed, to meet community and contractual needs.
  • Ensure full compliance with clinical deliverables for all federal, state, Medicaid and other contracts and grants.
  • When applicable, administer grant and/or contract rules and requirements.
  • Monitor performance of behavioral health services staff to ensure productivity standards are consistent with best practices.
  • Provide clinical leadership, guidance and mentoring to clinical program managers, staff, and interns.
  • Lead and manage the clinical leadership team and all clinical staff through recruitment, retention, mentoring, coaching, and supervision; ensuring staff engagement to meet organizational and program clinical goals and objectives.
  • Ensure staff meet ethical standards including all appropriate Codes and Standards of Conduct and Professional Ethics.
  • Ensure performance improvement plans are implemented when needed.
  • Provide clinical oversight in the delivery of behavioral health services across multiple service areas, programs, and overall service delivery sites. This includes the development of policies and procedures, and protocols applicable to all behavioral health service staff and programs.
  • Maintain awareness of trends in standards of practice for behavioral health providers.
  • Provide assistance (directly or indirectly) in training staff in changes to protocols, treatment methods, and clinical intervention strategies for quality behavioral health service delivery.
  • Actively participate in community networking activities as the key clinical representative and act as State Clinical liaison for all State association and grant efforts.
  • Develop and maintain a collaborative relationship with allied agencies, funding sources, community partners and other entities, ensuring a broad, integrated system of care.
  • Participate and regularly attend partner meetings to stay informed of new opportunities and requirements, community resources, new programming, and related training. Keep staff informed of essential updates, changes, or revisions.
  • Participate in a variety of available clinical training related to professional development, inclusive of those that support the provision of health promotion and prevention activities to the persons and communities served by the organization.
  • Participate and regularly attend scheduled and ad-hoc state and national association meetings to stay informed of new opportunities and requirements, resources, new programs and related training. Keep staff informed of essential updates, changes, or revisions. Support the organization as needed.
  • Share responsibility for clinical budget development and adherence.
  • Performs other duties as assigned.
