The Chief Administrative Officer (CAO) reports directly to the Commissioner and oversees financial operations, budget, performance management, and general administration for an agency of over 5,900 employees, a $1.6 billion annual operating budget, and a $34 billion, 10-year capital program. Closely coordinating with the Commissioner and First Deputy Commissioner, the CAO will represent the agency to OMB, City Hall, and city, state, and federal partners on all financial, budget, and hiring matters. The CAO directs over 535 employees in seven agency divisions: Budget and Capital Program Management (BCPM); Grants and Fiscal Management (GFM); the Agency Chief Contracting Office (ACCO); Audit Bureau; Human Resources and Facilities Management (HRFM); Analytics & Performance Management (APM), and Information Technology and Telecommunications (ITT). Areas of financial and budgetary oversight include all Financial Plan initiatives, including savings proposals and new needs; agency performance metrics, such as agency-wide overtime spending; all new hire and promotion action submissions; Federal funding discussions and negotiations with regional, State and Federal partners, such as TRANSCOM, NYMTC, NYSDOT, FHWA, and FTA, and coordinating and guiding internal units on Federal funding; implementation of Commissioner-priority procurements in coordination with ACCO and related oversight of procurement schedules; and the timely delivery of all capital project delivery milestones and resolution of contract payment, change order, and related issues as needed. Additionally, the CAO oversees a number of administrative and human resources functions, including audits of agency processes and the appropriate implementation of any subsequent recommendations, both internal and external; all critical HR-related issues, including facility planning and the automation of all business processes for HRFM; and all critical IT systems for the agency for improved agency collaboration, such as the DOTMap of all DOT assets and projects, HR Portal, and Project Scheduling, as well as DOT’s public-facing website. The candidate will work closely with DOT’s revenue-generating divisions to optimize collection.
