About The Position

Kitsap Mental Health Services (KMHS) is seeking a Chief Administration Officer to provide executive leadership for Finance, Facilities, and Information Services. This role helps ensure the systems behind client care remain efficient, sustainable, and aligned with agency goals. The CAO plays a key role in long-term planning, operational improvement, and organizational growth. Requirements

  • Bachelor’s degree in business, information technology, healthcare administration, or a related healthcare field with four years of managing information services, finance, and/or healthcare administration.
  • High school diploma or GED accepted with 10+ years managing information services, finance, and/or healthcare administration.
  • Ten years of progressive leadership experience.
  • Demonstrated knowledge of the interaction of complex organizations and success in achieving organizational missions.
  • High degree of initiative, judgment, energy, discretion, decision making, and the ability to maintain the strictest confidentiality in all business matters.
  • Articulates knowledge and understanding of organizational policies, procedures, financial systems to manage operations and ensure effective client care and organizational sustainability.
  • Effective operations, finance, supervisory and organizational skills.
  • Guides individuals and groups toward desired outcomes, setting high-performance standards and delivering quality services.
  • Demonstrates proficiency in Microsoft Office applications and others as required.
  • Demonstrated ability to provide hands-on leadership and team-building in internal and external arenas.
  • Demonstrated ability to assist in developing, implementing, and administering programs and projects from conception through completion.
  • Demonstrated ability to collaborate effectively to ensure Agency integrity, quality of services, and progress towards goals and vision.
  • Demonstrated ability to proactively prioritize needs and effectively manage resources.
  • Demonstrated ability to establish and maintain long-term customer relationships, building trust and respect by consistently meeting and exceeding expectations.

Nice To Haves

  • Master's degree in business, information technology, healthcare administration, or a related healthcare field.
  • PMP, CPA, Lean Six Sigma.
  • Process improvement knowledge and experience; formal training/certification is preferred.

Responsibilities

  • Plans, directs, coordinates, and oversees the Finance, Facilities, and Information Services departments.
  • Collaborating with the CEO, shapes policy and procedures and creates the necessary infrastructure to ensure efficient operations of the Agency.
  • Assists the CEO in developing and implementing the organization's strategic long and short-range plans.
  • Working with key stakeholders, assists in and oversees the timely development of the annual operating and capital budget.
  • Reviews and recommends improvements to operational effectiveness, emphasizing cost containment and high-quality client care.
  • Oversees Information Technology innovations, networks, cyber security and systems that support improved services and efficiencies.
  • Ensures the Electronic Health Record and related systems support operational and reporting requirements.
  • Ensures security over AI-enabled systems and agency technologies.
  • Coordinates activities with the Facilities Director for the maintenance, care, construction, renovation, accessibility, contract compliance, and safety of all agency owned and leased facilities.
  • Administers property, liability, cyber, and other insurance programs.
  • Oversee preparation of periodic financial statements and related annual audit requirements.
  • Ensures the timely preparation and monitoring of short and long-term cash flow forecasts.
  • Provides profitability models of the currently managed care contracts and assists in the development of rate strategies.
  • Provides expertise in planning and/or expanding new services and facility investments and ensure the preparation of related business case analysis.
  • Assumes a lead role in analyzing and exploring means of reducing costs, including participation in performance improvement activities.

  • Establish the reporting department’s vision to support KMHS's strategic mission, vision, and core values.

  • Ensure that department systems provide cohesive support to KMHS's mission and that it operates effectively within the ethical, financial, prudent business practice and legal parameters.
  • Execute and oversee assigned special and ongoing projects.
  • Represents KMHS and interacts with regulatory agencies, insurance carriers, and other professional and community groups.
  • Proactively support KMHS's mission, vision, core values, and policies and lead by example for others.
  • Develop and maintain effective relationships with other social services and community behavioral health agencies as necessary and internal and external partners to accomplish respective missions.
  • Actively participate in the KMHS Administrative meetings, board meetings, and other committees as necessary and appropriate.
  • Review progress toward objectives and provide timely reports to the CEO and the board.
  • Stand in for the CEO in their absence, as needed.
