About The Position

We’re seeking a Change Manager to support large, heavy-civil infrastructure programs, including highways, roads, bridges, transit (bus and rail), aviation (international airports), and water projects delivered through both traditional and alternative methods. This role works closely with project teams, contractors, and stakeholders to manage change events across design and construction, ensuring proper documentation, evaluation, and coordination of cost and schedule impacts. This position requires a strong foundation in construction contracts, risk management, and change order processes, with the ability to operate across multiple concurrent contracts and project elements in a fast-paced program environment. This is a long-term, full-time, onsite position located in San Francisco, CA. Responsibilities may include, but are not limited to, the following: Manage the full lifecycle of construction change events, including identification, documentation, evaluation, and coordination through resolution. Prepare and review change order documentation, including supporting narratives, cost breakdowns, and schedule impact analyses. Coordinate with estimators, project controls, and engineering teams to validate pricing and assess cost and schedule impacts. Analyze contract terms and conditions to support entitlement evaluation and change justification. Track and maintain change logs, ensuring accurate and timely reporting of change status across multiple contracts. Support negotiation of change orders with contractors, consultants, and stakeholders. Identify and assess risks associated with change events, including potential impacts to cost, schedule, and scope. Coordinate across design and construction teams to ensure alignment of change decisions and implementation. Support audits, claims avoidance strategies, and dispute resolution processes as needed. Maintain clear and consistent communication with internal teams and external stakeholders regarding change status and outcomes.

Requirements

  • Bachelor’s degree in construction management, engineering, business, or related field, or equivalent combination of education and experience.
  • 10+ years of experience in construction change management or similar role on large, complex heavy civil infrastructure projects.
  • Demonstrated experience supporting change order processes, including documentation, cost evaluation, and coordination through resolution.
  • Experience working with construction contracts across design and construction phases.
  • Experience collaborating with estimators and project controls teams to assess cost and schedule impacts.
  • Strong understanding of risk management principles related to construction projects.
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).

Nice To Haves

  • Master’s degree in construction management, engineering, or business.
  • Experience supporting transit, rail, or other large public infrastructure programs.
  • Experience working in multi-contract, multi-stakeholder program environments.
  • Familiarity with project management and controls systems (e.g., Oracle Primavera Unifier, Kahua, Procore, or similar).
  • Experience supporting claims analysis or dispute resolution processes.
  • Experience with dashboard or reporting tools (e.g., Power BI, Oracle Cloud Analytics, or similar).
