About The Position

The Market CEO (CEO) is accountable for the overall direction, health, and success of the market and maintains dual accountability to the Enterprise Chief Operating Officer and the Market Board of Directors. The role sets market strategy and culture, drives sustainable growth and financial stewardship, leads the market executive team, and ensures alignment with Centerstone enterprise strategy and standards. The Market CEO serves as the senior external representative of Centerstone in the market, builds trusted relationships with the Board, community leaders, government officials, funders, payers, and other key stakeholders, and maintains a strong understanding of the legislative, regulatory, funding, and public policy environment affecting the market. The CEO creates clear accountability for operational execution and performance outcomes while aligning enterprise capabilities and resources to market priorities within delegated authority.

Requirements

  • Master’s Degree in Healthcare or Healthcare Administration required.
  • Minimum of ten years of progressive experience in senior management positions required, preferably in the mental health or health administration field.
  • Executive leadership experience in a complex healthcare, behavioral health, human services, or similarly regulated environment, with responsibility for multi-functional market or enterprise performance.
  • Demonstrated responsibility for strategy, growth, financial stewardship, culture, quality, and organizational performance.
  • Experience working effectively with governing boards, including a strong understanding of governance, fiduciary oversight, executive accountability, and the distinction between governance and management.
  • Demonstrated political and legislative acumen, including the ability to understand and navigate state legislative, regulatory, Medicaid, funding, and public policy environments and translate developments into organizational implications.
  • Proven ability to build credibility and sustained relationships with elected officials, regulators, funders, payers, healthcare leaders, community partners, and other external stakeholders.
  • Strong executive presence and communication skills, with the ability to represent Centerstone effectively with Boards, employees, government leaders, community stakeholders, and the public.
  • Ability to lead through influence across market, enterprise, shared-service, Institute, and service-line structures and balance local market needs with One Centerstone priorities.
  • Strong change leadership, strategic relationship management, judgment, and decision-making capabilities.

  • Translate enterprise vision into a clear market strategy, priorities, and annual agenda, and ensure the Market Board understands and supports the strategic direction of the market.
  • Set expectations for growth, financial performance, quality, access, client outcomes, workforce health, and other commitments, and maintain accountability for overall market results.
  • Build a high-accountability leadership culture with clear roles, decision rights, succession plans, and escalation paths across the market executive team.
  • Make or recommend resource allocation decisions based on strategy, performance, risk, community need, and market opportunity.
  • Serve as the primary executive partner and liaison to the Market Board of Directors; establish a strong, transparent relationship with the Board Chair and Board members and support effective governance practices.
  • Ensure the Market Board receives timely, accurate, and meaningful information regarding strategy, financial performance, quality, growth, risk, workforce, operations, regulatory developments, and other key performance indicators, and present appropriate matters for Board oversight, approval, or action.
  • Engage Board members as ambassadors and strategic partners in advancing Centerstone's mission, reputation, community presence, and relationships.
  • Maintain a strong understanding of the state legislative, regulatory, funding, Medicaid, payer, and public policy environment and anticipate potential impacts on Centerstone's operations, workforce, services, growth, and financial sustainability.
  • Develop and maintain effective relationships with state and local government officials, policymakers, regulators, funders, payers, healthcare partners, and other key stakeholders; partner with enterprise government affairs, legal, compliance, finance, and operational teams on coordinated strategies and responses.
  • Serve as a highly visible executive representative of Centerstone throughout the market and build meaningful relationships with community leaders, healthcare systems, business leaders, educational institutions, advocacy organizations, philanthropic partners, and other community stakeholders.
  • Identify strategic partnerships and community opportunities that strengthen Centerstone's market presence, advance the mission, support growth, and improve access to care.
  • Chair a disciplined operating and performance cadence with the MOO, MPO, and executive team, ensuring clear ownership of priorities, risks, corrective actions, and results.
  • Ensure enterprise/shared-service resources align to market priorities; collaborate effectively across system functions and escalate barriers or resource needs requiring enterprise intervention.
