About The Position

CGI Federal's Housing Compliance team, which partners with a local public housing authority and the U.S. Department of Housing and Urban Development (HUD), has an opening for a Central Team Leader. This is an opportunity to join an energetic team with a collaborative management group and work with affordable housing owners and management companies within an assigned portfolio of properties. The Central Services Supervisor (CSS) assumes management and production reporting responsibility for the contract administration core activities performed in the assigned territory local processing that occurs in the FL state contract (i.e., timely and accurate completing of local contract administration activities). The CSS works closely with assigned staff in assuring timely and correct delivery of related ACC tasks; directly related to processing monthly HAP vouchers, rent adjustments, contract renewals and special claims. Any staff deficiencies observed by the CSS will be recorded in accordance with corporate policy and reported to the State Manager. The CSS is responsible for in-house office staff assigned to carry out ACC tasks, be responsive to CGI Quality Assurance personnel, and work closely with the State Manager and Finance. This position is located in our Tampa, FL office; however, a hybrid working model is acceptable.

Requirements

Bachelor's degree preferred OR significant relevant experience in lieu of education will be considered.
Leadership, project management, mentoring, and member development skills are required.
Professional, organized, and able to manage multiple tasks each with varying deadlines.
Proficiency with Microsoft office, particularly Outlook, Excel, and Word.

Responsibilities

Manages and maintains an on site staff of Central Contract Specialists.
Organizes and oversees the work activities of staff to ensure effective contract administration of Section 8 contracts within the assigned region in accordance with HUD statutes, regulations and notices.
Ensures the performance of core tasks assigned to the Central Team are completed in an accurate and timely manner.
Monitors the overall productivity of staff and quality of work to continuously improve overall processing performance.
Monitors the performance of individual landlords and facilitates corrective action to improve property conditions, and administrative transactions.
Works through the State Manager to improve coordination and communication with the local HUD Office.
Requires property owners under contract to comply with the terms of the HAP contract for covered units and take vigorous action to enforce the terms.
Works in collaboration with Human Resources, to ensure necessary HR related responsibilities are completed in required timeframes.
Maintains good relations with owners, residents and their representatives, neighborhood groups and local governments.
Provides FL PBCA with data and records requested by HUD in a timely manner.
