About The Position

The Division of Family & Community Services is seeking to hire a Senior Public Service Administrator at the Office of Policy and Program Integrity located in Springfield, Illinois, to serve as the Cash Policy Administrator. This role serves as a full-line supervisor and represents the Cash Policy Unit and the Division of Family and Community Services in meetings where public assistance policy programs are discussed and/or reviewed. The administrator collaborates with Bureau Chief, Associate Director, Directors, Secretary, and other agency management staff in the review and evaluation of all Bureau programs. This position supervises the development of all policy and procedures pertaining to eligibility and benefit authorization for the TANF, Refugee, and AABD programs. The administrator also assists the Bureau Chief in organizing and implementing the management plan, goals, and objectives of the Cash Policy Unit, including the development of programs and policies for the entire Agency and the objective evaluation of the quality of the Agency’s performance. Additionally, the administrator participates in the Department’s budget process by identifying mandated changes for the coming fiscal year and providing information to the Office of Budget for cost impact studies. The role involves developing TANF State Plan material and coordinating internal circulation of draft plans and submittal of the final plan to the Federal government.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in business or public administration.
  • Requires four (4) years progressively responsible administrative public assistance policy program experience in a public or private organization.

Nice To Haves

  • Four (4) years of professional experience representing a public or private organization in discussions of public assistance policy programs.
  • Four (4) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.
  • Four (4) years of professional experience developing policy and procedures pertaining to eligibility and benefit authorization for public assistance policy programs.
  • Four (4) years of professional experience working with program, service goals and objectives, activities, and operational systems for a public or private organization as it relates to public assistance policy programs.

Responsibilities

  • Serves as the Cash Policy Administrator.
  • Serves as full-line supervisor.
  • Collaborates with Bureau Chief, Associate Director, Directors, Secretary and other agency management staff in the review and evaluation of all Bureau programs.
  • Supervises the development of all policy and procedures pertaining to eligibility and benefit authorization for the TANF, Refugee, and AABD programs.
  • Supervises the posting of policy information in the online Cash, Medical and SNAP (Supplemental Nutrition Assistance Program) Manual.
  • Provides advice and consultation to Agency staff and management regarding policy questions and the application of policy in unusual circumstances.
  • Participates in the Department’s budget process by identifying mandated changes to occur in the coming fiscal year and providing information to the Office of Budget for cost impact studies.
  • Maintains cooperative relationships with other state, local, public, and voluntary social service agencies.
  • Develops TANF State Plan material and coordinates internal circulation of draft plan and submittal of find plan to the Federal government.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
