About The Position

The Career Services Manager provides strategic leadership and oversight for workforce development initiatives that support CalWORKs participants in achieving sustainable employment, career advancement, and economic self-sufficiency. The position is responsible for developing employer partnerships, expanding work-based learning opportunities, coordinating workforce training programs, and ensuring compliance with CalWORKs program requirements. Working collaboratively with internal departments, community organizations, and employers, the Manager develops and implements workforce strategies that improve employment outcomes and support student success.

Requirements

  • Knowledge of CalWORKs, public assistance programs, and or employment-related regulations.

  • Excellent leadership, communication, and presentation abilities.
  • Experience using data to drive program improvement and measure outcomes.
  • Ability to manage multiple projects and priorities simultaneously.
  • Ability to work effectively with diverse populations and underserved communities.
  • Strong problem-solving and strategic planning skills.
  • Ability to understand and interpret federal and state laws and regulations.
  • Ability to analyze and manage significant amounts data and produce written reports.
  • Ability to effectively communicate project status, issues and information to the client.
  • Ability to manage a team and effectively coordinate project tasks across multiple sites.
  • Strong Microsoft Office applications skills; preferably with Excel, Word, Outlook, and Access.

Nice To Haves

  • Bachelor's degree or higher, preferably in Workforce Development, Business Administration, Accounting, Social Work, Public Policy, or other closely related fields preferred or 6+ relevant work experience

Responsibilities

  • Responsible for the coordination of all project activities within project team, management and the client.
  • Develop and implement workforce development strategies that align with CalWORKs goals, labor market trends, and institutional priorities.
  • Lead the design, delivery, and continuous improvement of employment and career pathway programs for CalWORKs participants.
  • Establish measurable objectives and performance indicators related to employment, retention, and participant success.
  • Monitor program effectiveness and recommend improvements based on data analysis and participant outcomes.
  • Leads and/or participates in weekly status updates and monthly status reports with clients and project team.
  • Provide coaching, training, and professional development opportunities.
  • Manages and track project budget and invoicing.
  • Maintains a positive working relationship with the client.
  • Identify employment opportunities, internships, work experience placements, apprenticeships, and job shadowing opportunities for CalWORKs participants.
  • Collaborate with regional workforce partners to align training programs with industry needs and workforce demands.
  • Ensure compliance with federal, state, county, and CalWORKs regulations, policies, and procedures.
