About The Position

The Texas Comptroller of Public Accounts is seeking two Systems Analyst 3 candidates to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role involves providing advanced consultative services and functional assistance for the CAPPS Program, with a primary focus on the Travel and Expense (T&E) module. The CAPPS Financials system is built on Oracle PeopleSoft Financial Supply Chain Management (FSCM) version 9.2. The selected candidate will be responsible for module coordination, production support, configuration, business process leadership, change management, testing, integrations, compliance, training, reporting, and release management. Adaptability and the ability to learn new systems like CGI Advantage are essential. The position requires adherence to all CPA processes and procedures, including ITIL principles and accessibility standards (WCAG 2.1).

Requirements

  • 10 Years Extensive knowledge and understanding of State of Texas applicable policies.
  • 10 Years Extensive technical skillsets needed with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities.
  • 10 Years Extensive knowledge and experience performing system configuration changes.
  • 10 Years Experience working with the Expenses module of PeopleSoft FSCM version 9.2
  • 8 Years Extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ)
  • 8 Years Extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
  • 8 Years Extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies
  • 8 Years Extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication
  • 8 Years Extensive familiarity with support tools such as PUM, Fluid and Elastic Search
  • 8 Years Experience performing functional project management activities in support of CPA’s CAPPS program
  • 8 Years Experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3.
  • 8 Years Experience participating in Disaster Recovery exercises.
  • 8 Years Experience preparing and presenting executive-level presentations.
  • 8 Years Experience gathering and presenting applicable data in support of a variety of audits and open records requests.

  • 8 Years Experience developing requirements, analyzing, designing, developing, testing, and implementing components of two or more of CPA's statewide systems: CAPPS, TINS, SPA, and USAS
  • 8 Years Experience planning and coordinating the Fiscal Year Process at a statewide level
  • 6 Years Experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.
  • 6 Years Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
  • 6 Years Experience preparing WCAG 2.1-compliant materials for distribution.
  • 5 Years Experience working with the CAPPS Financials Travel & Expense module
  • 3 Years Knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business

Responsibilities

  • Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
  • Responsible for functional CAPPS Travel and Expense (T&E) module subject matter expertise, including module coordination and expertise, production support and issue resolution, configuration and maintenance, business process leadership, change management and enhancements, testing (functional and UAT coordination), integrations with other modules, compliance and policy alignment, training and user support, reporting and analytics, and release management and patch release.
  • Responsible for functional configuration skills, including Travel & Expenses Business Unit setup, Expense Types and Expense Categories, Expense Report and Cash Advance configuration, Travel Authorization setup, Per Diem and Mileage rate configuration, Corporate Credit Card integration, Approval Workflow and Routing rules, Tax configuration, Accounting defaults and ChartField mapping, Integration with Accounts Payable and General Ledger, and CAPPS Systems Codes Configuration.
  • Responsible for technical skillsets for applicable tools, including understanding Application Designer (records, fields, pages, components), SQR and BI Publisher report customization, SQL Proficiency, understanding of PeopleSoft security (inclusive of State of Texas multitenancy requirements), and planning, designing, developing, implementing, supporting, and maintaining IT security measures.
  • Responsible for monitoring all CAPPS T&E batch jobs, including tracking job schedules, monitoring job execution, detecting and responding to failures, validating output, managing dependencies, performance tuning, documentation, proper communication and escalation, and ensuring compliance when schedules must be altered.
  • Responsible for tools and environment knowledge, including PUM (PeopleSoft Update Manager) and Change Assistant, Fluid UI changes and page navigation, lifecycle management and selective adoption, Elasticsearch/Search Framework, and data migration and compare reports.
  • Responsible for cross-functional collaboration, including strong problem-solving and troubleshooting, requirements gathering for break/fix or system enhancements, documentation and testing (UAT, regression testing), incident management in systems like ServiceNow and BOSSDesk, and communication skills when working with policy personnel, other analysts, agencies, and the Managed Services vendor.
  • Understanding and accounting for interdependence on legacy systems (USAS, TINS, etc.).
  • Providing structured cross-training to support junior analyst capability growth.
  • Providing comprehensive training and support to agency personnel.
  • Responsible for project-level coordination and participation, including expansions, understanding interdependence on legacy systems, cyclic processes (fiscal year-end), State of Texas legislative changes, federal mandates, and third-party integrations.
  • Responsible for coordination of the Fiscal Year-End, including planning, scheduling, communicating, reconciliations and verifications, and system configurations and maintenance.
  • Responsible for the CAPPS Financials functional design phase, including creating/reviewing Functional Design Documents (FDDs), performing functional configuration system changes, and other assigned functional activities.
  • Performs all duties following CPA’s processes, policies, and procedures within project scope and on schedule.
  • Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration.
  • Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards.
  • Works under minimal supervision, relying on experience and judgment to plan and accomplish goals, independently performing a variety of complicated tasks.
  • Responsible for overseeing and acting as the first line of support to ensure accurate data production, security enforcement, system efficiency, and policy enforcement.
  • Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices.
  • Actively participates in CPA’s Major Incident Management (MIM) process for P1 and P2 incidents.
  • Participates in Disaster Recovery and Upgrade Testing activities.
  • Makes presentations at CAPPS User Groups and the CAPPS Steering Committee as requested.
  • Participates as directed in an annual SOC-1 attestation audit.
  • Performing other related Work as assigned.
