About The Position

The Texas Comptroller of Public Accounts (CPA) requires the services of two Systems Analyst 3 candidates to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This program includes HR/Payroll, Financials, STARR, and ancillary systems. The selected candidate will be part of CPA's Fiscal Management Statewide Fiscal Systems team. CAPPS Financials is the State of Texas Enterprise Resource Planning (ERP) system, built on Oracle PeopleSoft Financial Supply Chain Management (FSCM) version 9.2, Image 53. It encompasses General Ledger, Accounts Payable, Purchasing/Requisition, Asset Management, Commitment Accounting, Travel & Expense, Project Costing, Contracts, Grants, Inventory, Cash Receipts, and AR/Billing. Candidates must be adaptable and able to learn new systems like CGI Advantage. An annual professional training requirement of at least ten hours is mandated, to be completed on personal time and at the candidate's expense, though coordination for time off during work hours is possible. All work products are considered "works made for hire" and are the property of the Texas Comptroller of Public Accounts. Criminal background checks may be required.

Requirements

  • 12 years of extensive knowledge and experience performing system configuration changes.
  • 10 years of extensive knowledge and understanding of State of Texas applicable policies.
  • 10 years of extensive technical skillsets needed with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities.
  • 7 years of extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ).
  • 7 years of extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
  • 7 years of extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies.
  • 7 years of extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication.
  • 7 years of extensive familiarity with support tools such as PUM, Fluid and Elastic Search.
  • 7 years of experience performing functional project management activities in support of CPA’s CAPPS program.
  • 7 years of experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3.
  • 7 years of experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.
  • 7 years of experience participating in Disaster Recovery exercises.
  • 7 years of experience preparing and presenting executive-level presentations.
  • 7 years of experience gathering and presenting applicable data in support of a variety of audits and open records requests.
  • 7 years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
  • 7 years of experience preparing WCAG 2.1-compliant materials for distribution.
  • 7 years of extensive experience supporting the CAPPS Financials tower in PeopleSoft FSCM version 9.2.
  • 7 years of experience developing requirements, analyzing, designing, developing, testing, and implementing components of two or more of CPA's statewide systems: CAPPS, TINS, SPA, and USAS.
  • 7 years of experience planning and coordinating the Fiscal Year Process at a statewide level.
  • 7 years of experience working with the General Ledger/Commitment Control core module of PeopleSoft FSCM version 9.2.
  • 6 years of experience working with the CAPPS Financials General Ledger/Commitment Control module.
  • 3 years of knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business.

Responsibilities

  • Performing highly advanced (senior-level) consultative services and functional assistance related to supporting the CAPPS Program.
  • Responsible for functional CAPPS General Ledger (GL), Commitment Control Accounting (KK), Budgeting and Cash Receipts (CR) module subject matter expertise, including module coordination, production support, issue resolution, configuration, maintenance, business process leadership, change management, enhancements, testing (functional and UAT coordination), integrations, compliance, policy alignment, training, user support, reporting, analytics, and release management.
  • Responsible for functional configuration skills, including General Ledger setup, ChartField design, journal entry/generator configuration, allocation setup, inter-agency accounting, USAS - GL Screens knowledge, ledger and ledger group configuration, closing processes, consolidations, financial reporting, combination edit rules, accounting entry templates, Tree Manager, PS Query reporting, GL security, reconciliation, audit support, project setup and maintenance, cost tracking, budget monitoring, project billing support, project-to-GL reconciliation, CAPPS Cash Receipts loading, receipt processing, CR definition setup, and integration with other modules.
  • Responsible for technical skillsets including understanding Application Designer, SQR and BI Publisher report customization, SQL proficiency, understanding PeopleSoft security, and safeguarding system information.
  • Responsible for monitoring all CAPPS GL batch jobs, including tracking schedules, monitoring execution, responding to failures, validating output, managing dependencies, performance tuning, documentation, communication, escalation, and ensuring compliance.
  • Responsible for tools and environment knowledge, including PUM, Change Assistant, Fluid UI, lifecycle management, selective adoption, Elasticsearch/Search Framework, and data migration.
  • Responsible for cross-functional collaboration, including problem-solving, troubleshooting, requirements gathering, documentation, testing, incident management (ServiceNow, BOSSDesk), and communication with various stakeholders.
  • Understanding and accounting for interdependence on legacy systems (USAS, TINS, etc.).
  • Providing structured cross-training to support junior analyst capability growth.
  • Providing comprehensive training and support to agency personnel.
  • Responsible for project-level coordination and participation, including expansions, fiscal year-end processes, legislative changes, federal mandates, and third-party integrations.
  • Responsible for coordination of the Fiscal Year-End, including planning, scheduling, communication, reconciliations, verifications, and system configurations.
  • Responsible for the CAPPS Financials functional design phase, including creating/reviewing Functional Design Documents (FDDs) and performing functional configuration system changes.
  • Performs all duties following CPA’s processes, policies, and procedures within project scope and on schedule.
  • Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration.
  • Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards.
  • Works under minimal supervision, relying on experience and judgment to plan and accomplish goals.
  • Responsible for overseeing and acting as the first line of support to ensure data accuracy, security, system performance, and policy enforcement.
  • Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices.
  • Actively participates in CPA’s Major Incident Management (MIM) process for P1 and P2 incidents.
  • Participates in Disaster Recovery and Upgrade Testing activities.
  • Makes presentations at CAPPS User Groups and the CAPPS Steering Committee as requested.
  • Participates in an annual SOC-1 attestation audit.
