About The Position

The Texas Comptroller of Public Accounts (CPA) requires the services of a Systems Analyst 3 to support the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role will be part of the Statewide Fiscal Systems team, focusing on the Financials component of CAPPS. The CAPPS Financials system is an Oracle PeopleSoft Financial Supply Chain Management (FSCM) version 9.2 system that includes modules such as General Ledger, Accounts Payable, Purchasing, Asset Management, and more. The ideal candidate will have deep knowledge of these modules and their integration. The position requires the candidate to be adaptable and capable of learning new systems. All work products are considered "works made for hire" and are the property of the CPA. Candidates may be subject to criminal background checks.

Requirements

  • 15 Years Extensive knowledge and understanding of State of Texas applicable policies.
  • 15 Years Extensive technical skillsets needed with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc. to support functional responsibilities.
  • 12 Years Extensive knowledge and experience performing system configuration changes.
  • 12 Years Extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ)
  • 12 Years Extensive knowledge of security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance.
  • 10 Years Extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies
  • 10 Years Extensive experience creating and managing a strategic roadmap by combining strong planning skills, functional insight, and effective cross-functional communication
  • 10 Years Extensive familiarity with support tools such as PUM, Fluid and Elastic Search
  • 10 Years Experience performing functional project management activities in support of CPA’s CAPPS program
  • 10 Years Experience providing Tier 2 Service Desk Support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3.
  • 10 Years Experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.
  • 10 Years Experience participating in Disaster Recovery exercises.
  • 10 Years Experience preparing and presenting executive-level presentations.
  • 10 Years Experience gathering and presenting applicable data in support of a variety of audits and open records requests.
  • 10 Years Experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
  • 10 Years Extensive experience supporting the CAPPS Financials tower in PeopleSoft FSCM version 9.2
  • 10 Years Experience developing requirements, analyzing, designing, developing, testing, and implementing components of two or more of CPA's statewide systems: CAPPS, TINS, SPA, and USAS
  • 10 Years Experience planning and coordinating the Fiscal Year Process at a statewide level
  • 10 Years Experience working with the CAPPS Financials General Ledger module
  • 8 Years Experience preparing WCAG 2.1-compliant materials for distribution.
  • 3 Years Knowledge of Information Technology Infrastructure Library (ITIL) principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business

Responsibilities

  • Performing highly advanced (senior-level) consultative services and functional assistance related to supporting the CAPPS Program.
  • Responsible for functional CAPPS Financials tower expertise, including module coordination, production support, configuration, business process leadership, change management, testing, integrations, compliance, training, reporting, and release management.
  • Responsible for functional configuration skills, including Business Unit setup, Profiles and Categories, CAPPS Systems Codes Configuration, Set IDs and Table structures, Approval Workflow Engine, and PS Query/SAP Business Objects.
  • Responsible for technical skillsets including understanding Application Designer, SQR/BI Publisher customization, SQL proficiency, and PeopleSoft security.
  • Responsible for monitoring all CAPPS Financials batch jobs, including tracking, monitoring execution, responding to failures, validating output, managing dependencies, performance tuning, documentation, communication, and escalation.
  • Responsible for tools and environment knowledge, including PUM, Change Assistant, Fluid UI, lifecycle management, Elasticsearch, and data migration.
  • Responsible for cross-functional collaboration, including problem-solving, requirements gathering, documentation, testing, incident management, and communication with various stakeholders.
  • Understanding and accounting for interdependence on legacy systems (USAS, TINS, etc.).
  • Providing structured cross-training to support junior analyst capability growth.
  • Providing comprehensive training and support to agency personnel.
  • Responsible for project-level coordination and participation, including expansions, fiscal year-end processes, legislative changes, and third-party integrations.
  • Responsible for overseeing and coordinating the Fiscal Year-End process, including planning, scheduling, communication, reconciliations, verifications, and system configurations.
  • Responsible for providing functional support for the CAPPS Financials application and acting as a point of contact for CAPPS agencies.
  • Responsible for the CAPPS Financials functional design phase, including creating/reviewing Functional Design Documents (FDDs) and performing functional configuration changes.
  • Performs all duties following CPA’s processes, policies, and procedures within project scope and on schedule.
  • Provides Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, documentation, and basic system configuration.
  • Responsible for ensuring that all digital products and content meet WCAG 2.1 accessibility standards.
  • Works under minimal supervision, relying on experience and judgment to plan and accomplish goals.
  • Responsible for overseeing and acting as the first line of support to ensure data accuracy, security, system performance, and policy enforcement.
  • Performs all work in accordance with Information Technology Infrastructure Library (ITIL) principles and practices.
  • Actively participates in CPA’s Major Incident Management (MIM) process for P1 and P2 incidents.
  • Participates in Disaster Recovery and Upgrade Testing activities.
  • Makes presentations at CAPPS User Groups and the CAPPS Steering Committee as requested.
  • Participates in an annual SOC-1 attestation audit.
