About The Position

The Mollie Lowery and Frank Rice Center is designed to serve approximately 50 people clients at a time, with a capacity of up to 100 per day. This Day Center program provides low-barrier, harm reduction-based services to the highest-need individuals living on the streets of Skid Row. The Center provides resources and support to assist individuals enrolled in services with the C3 Multidisciplinary Street Outreach teams. The Center engages street homeless clients by providing a space to receive supportive services and access to hygiene, showers, wellness activities, support and process groups, case management, and medical and mental health services are provided on site. Under the supervision of the Assistant Director, the C3 Center Program Manager will lead the C3 Center team by managing daily operations and ensuring that client services are being provided to a high standard through a trauma informed lens. The C3 Center Program Manager is responsible for leading and supporting the on-site team, composed of Client Service Specialists as well as a Safety and Engagement Specialist. The Program Manager is responsible for administrative aspects of team leadership, including data oversight, training, and supervision of the individual team members. The Program Manager will develop, coordinate, and lead activities for clients throughout the week with the assistance of the Client Service Specialists. The Center will offer resources and support to assist individuals enrolled in services with the C3 Multidisciplinary Street Outreach teams. The Center will engage street homeless clients connected to C3 by providing a space to receive supportive services, including the development of independent living skills and meaningful daily activities. Showers, wellness activities, case management, and medical and mental health services will be provided on-site. The C3 Center Program Manager will provide oversight to the C3 Center staff providing clients and community members services at the Center and work in collaboration with the C3 Street Outreach teams. C3 Outreach teams are a core part of LA County’s street-based engagement effort on Skid Row. Our program is a part of the LA County/City approved strategy to combat homelessness through building relationships with the most vulnerable, chronically homeless individuals. C3 works to identify, engage, and connect homeless individuals to interim and permanent housing and life-saving supportive services.

Requirements

  • Demonstrated knowledge of issues faced by population served (homelessness, severe mental illness, substance use/addiction, severe medical problems, criminal justice system, domestic violence/human trafficking, racism, etc.)
  • Extensive experience in de-escalating psychiatric emergencies.
  • Knowledge of social services agencies and community resources,
  • Strong desire to work in a high tolerance Harm Reduction model with members who have multiple barriers.
  • Be highly motivated, learn quickly, work effectively with a wide range of constituencies and be flexible in a fast-paced environment.
  • Detail-oriented with strong time management, organizational, written, verbal, and computer skills (knowledge of Microsoft Word, Outlook, and Excel).

Nice To Haves

  • Experience providing direct supervision and management of staff preferred.
  • BA in social work, psychology, or related field preferred and 3-years experience working with the homeless population preferred.

Responsibilities

  • Provide leadership to the C3 Center Team, ensuring continuity of care and services between The People Concern agency resources and partnering agencies.
  • Provide individual and team supervision through weekly structured supervision to support growth and accountability of direct service staff.
  • Be available to respond to medical and psychiatric emergencies directly in the center, and to provide clinical guidance to staff.
  • Ensure that client services emphasize the highest standards of trauma informed care, client safety, and harm reduction interventions.
  • Assist in the screening, assessment, and care coordination of clients for medical, psychiatric, and other services.
  • Ensure all paperwork and data collection is complete, timely, accurate, and current in agency records and electronic databases through on-going audits of electronic databases and chart reviews.
  • Ensure adherence to funding source contracts and performance standards.
  • Provide field-based training to staff on policies and procedures, clinical, and administrative topics to prepare them to deliver a high standard of clinical care to individuals living with severe mental illness, severe medical disorders, and high-risk substance use disorders.
  • Create expectations and organizational systems for supervisees to carry out daily operations of C3 Center.
  • Work in collaboration with C3 Skid Row MDT Program Managers, Case Managers, and outside agency staff to connect clients with appropriate services.
  • Oversee Medication Monitoring documentation for C3 center participants. Relay missing medications or other barriers for participants taking medication to Case Managers and Med team as necessary.
  • Develop, schedule and lead activities, groups, and events for clients to participate in. (examples- games, graduation ceremony, arts and crafts, etc)
  • Maintain complete and accurate reports and documentation of activities and groups.
  • Participate in all staff meetings, training, and case conferences as well as any other clinical or administrative meetings, as requested.
