About The Position

The Office of Administration (OAD) supports the effective operation of the Department by managing accounting, budget control, procurement, contract management, strategic planning and personnel management. The Office ensures fiscal responsibility, workforce development, regulatory compliance and modernization of administrative systems to enhance operational efficiency and transparency. The Business Technology Analyst 3 is a When-Actually-Employed (WAE) position that works as part of the Modernization team alongside the Business Analytics Specialist to advance the Department of Conservation and Energy’s mission to enhance operational efficiency, transparency, and data accessibility for the state’s energy and natural resources. An ideal candidate is familiar with Department of Conservation and Energy processes, communicates well with users, and excels in technical writing.

Requirements

  • Five years of experience in information technology, project management or business analysis; OR Six years of full-time work experience in any field plus three years of experience in information technology, project management or business analysis; OR An associate’s degree in information technology plus three years of experience in information technology, project management or business analysis; OR A bachelor’s degree plus three years of experience in information technology, project management or business analysis; OR A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management or business analysis; OR A master’s degree plus two years of experience in information technology, project management or business analysis.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
  • Any college hours or degree must be from an accredited college or university.

Responsibilities

  • Translates business rules and future-state process designs into technical specifications, data mapping documents, and requirements that OTS can implement.
  • Assists in defining data structures, field-level requirements, and integration points needed to support proposed SONRIS enhancements.
  • Produces and maintains technical documentation, data dictionaries, and detailed process/data-flow maps that complement the standard operating procedures (SOPs) maintained by the Modernization team.
  • Documents queries, report logic, and data sources so that products are repeatable and transferable.
  • Extracts, compiles, and transforms data from SONRIS and related source systems to support current-state documentation, gap analyses, and solution proposals developed by the Modernization team.
  • Builds and maintains queries, reports, and data visualizations that quantify process inefficiencies, duplicative filings, processing times, and other operational metrics.
  • Performs data profiling and quality assessments to identify inconsistencies, duplicates, and integrity issues within SONRIS datasets.
  • Develops and executes test cases and test data in support of user acceptance testing (UAT) for approved system and process enhancements.
  • Performs data validation and reconciliation before and after deployment to confirm enhancements produce accurate and complete results.
  • Provides user support, including troubleshooting SONRIS functionality and assisting users with reports and data access.
  • Other duties as assigned.
