About The Position

Prince William County Community Services is seeking a full-time Business Services Administrator to support critical revenue cycle operations, including billing, credentialing, and client insurance eligibility management. This role plays a vital part in ensuring access to high-quality mental health, substance use, and intellectual and developmental disability services for Prince William County residents. The Business Services Administrator provides leadership and oversight for revenue cycle and financial operations, supervising a team of professional financial staff and ensuring compliance with all applicable policies, procedures, and regulations. Responsibilities include accounts receivable and revenue cycle management, credentialing, client insurance eligibility, financial monitoring and reconciliation, budget development, reporting, and continuous business process improvement. The incumbent researches, interprets, and provides technical guidance related to revenue and electronic health record (EHR) activities in accordance with Virginia Code, Department of Behavioral Health and Developmental Services (DBHDS), Department of Medical Assistance Services (DMAS/Medicaid), HIPAA, and other federal, state, and county laws and regulations. This position partners closely with senior leadership and program staff to support strategic planning and maximization of the agency’s financial resources.

Requirements

  • High School diploma or G.E.D. and 7 years of related revenue cycle or financial management experience.

Nice To Haves

  • Five (5) or more years of experience in accounts receivable and revenue cycle operations, billing, and collections within a behavioral health, public health, or human services environment, preferably within a Community Services Board or similar public-sector agency.
  • Supervisory and managerial experience, including staff performance management, training, workflow prioritization, and participation in hiring and disciplinary processes.
  • Advanced working knowledge of Virginia behavioral health regulations, including VA DBHDS Performance Contract requirements, DMAS/Medicaid billing, Managed Care Organizations (MCOs) and related contracts, HIPAA, PII, and applicable federal and state compliance standards.
  • Experience overseeing accounts receivable, aging reports, reconciliations, denial management, and corrective action planning for complex medical or behavioral health billing environments.
  • Experience and background in financial analysis and reporting, including revenue forecasting, trend analysis, budget development, and preparation of documentation for federal and state reporting requirements.
  • Experience developing, implementing, and evaluating policies, procedures, and internal controls related to billing, collections, credentialing, and revenue cycle operations.
  • Experience and ability to lead audit activities, including serving as a subject matter expert, coordinating responses to internal and external auditors, and implementing corrective action plans based on audit findings.
  • Experience serving as a liaison with state and federal agencies, including DMAS, MCOs, VA CSBs, and other regulatory or funding entities; comfortable representing the department in meetings, audits, and contract discussions.
  • Experience and advanced working knowledge of EHR systems, billing platforms, and financial reporting tools, including the ability to analyze data, identify trends, and support data-driven decision-making.
  • Aptitude for strong analytical, organizational, and communication skills, with the ability to explain complex financial and regulatory information to leadership, program staff, and external stakeholders.
  • Experience supporting or leading process improvement initiatives aimed at increasing revenue, improving compliance, and enhancing operational efficiency.
  • Advanced knowledge of credentialing rules, licensure requirements, and various platforms including PECOS, MES, CAQH, to ensure compliance for billing.
  • Advanced knowledge of eligibility rules and standards to oversee Medicaid application and enrollment supports for clients, coordinate services and coverage with Social Services and other inter-agencies and proactively identify potential Medicaid eligibility through electronic health record reviews and analysis.
  • Advanced knowledge of Virginia taxation, DMAS, MCO, federal military, CPT/ICD-10 codes and other billing related codes and processes.
  • Advanced proficiency in Microsoft Excel, Outlook scheduling, Teams, and other applications.
  • Ability to be an independent, systems thinker that can draw correlations between financial and EHR systems and their structure and the Department’s program services.

Responsibilities

  • Directs day-to-day revenue and reimbursement billing operations, self-pay collection, tracking/monitoring, and reporting for all payers, supporting client and third-party fee revenue activities to ensure accuracy, timeliness, and compliance.
  • Supervises professional fiscal staff and ensures high performance, professional development, and accountability.
  • Develops and presents monthly revenue metrics; analyzes trends and financial data to support data-driven decision-making and strategic planning.
  • Identifies opportunities to improve revenue cycle efficiency, including claim submission, denial management, appeals, and reimbursement optimization.
  • Manages accounts receivable, adjustments, write-offs, and reconciliation processes.
  • Oversees insurance payment receipt, cash posting, and banking activities.
  • Maintains and updates billing codes within the EHR to ensure accurate claims and reporting.
  • Serves as subject matter expert for internal audits, compliance inquiries, and revenue reconciliation.
  • Stays current on payer requirements, billing regulations, and compliance standards impacting coding, billing, and reimbursement.
