About The Position

The Business Program Manager leads complex, enterprise-wide initiatives that support Consumer Markets growth and new market expansion. This role is responsible for developing and executing integrated program plans, ensuring organizational readiness, and driving alignment across business, operational, regulatory and technology teams. The Program Manager serves as the strategic program lead for Consumer Markets new market expansion initiatives, including ACA and Medicare market launches, ensuring projects achieve intended business outcomes through effective governance, risk management, stakeholder engagement, cross-functional coordination, and organizational readiness.

  • CRT-Project Management Professional (PMP) - PMI Project Management Institute

  • Master’s degree.
  • PMP (Project Management Professional) or PgMP (Program Management Professional) certification.
  • 7+ years of health plan experience, ideally Medicare Advantage, Medicaid, or ACA products.
  • Experience leading health plan implementations, market expansions, product launches, or enterprise transformation initiatives.
  • Demonstrated success managing complex programs with multiple stakeholders and competing priorities.
  • Proven ability to operate effectively in highly ambiguous environments and drive results where processes and requirements are still evolving.
  • Strong executive presence with experience presenting to senior leadership.
  • Exceptional problem-solving, critical-thinking, and systems-thinking abilities.
  • Ability to influence without direct authority and hold cross-functional teams accountable for commitments and deliverables.

Responsibilities

  • Lead strategic program governance with executive leadership through clear reporting, decision support, and issue escalation.
  • Develop and manage integrated implementation plans that include business readiness, operational, regulatory, and technology activities.
  • Drive accountability among workstream leaders by proactively identifying gaps, challenging assumptions, and facilitating timely resolution of issues impacting delivery.
  • Lead successful execution of new market launches, product implementations, and enterprise initiatives to achieve defined milestones, readiness criteria and business outcomes.
  • Identify and manage cross-functional dependencies, risks, downstream impacts, and operational barriers that could affect implementation success across multiple workstreams.
  • Coordinate cross-functional teams including Product Development, Operations, Network, Compliance, Finance, Marketing, Sales, Customer Service, and Technology.
  • Serve as a strategic thought partner to business leaders by understanding organizational objectives and ensuring work remains aligned with expected business outcomes.
  • Partner with leaders to establish launch readiness criteria and ensure all requirements are completed before implementation.
  • Analyze complex and ambiguous business challenges, determine required actions, and bring structure and clarity to evolving initiatives while recommending actionable solutions.
  • Connect information across functions and initiatives to identify downstream impacts, hidden dependencies, and operational risks that may affect launch readiness and business outcomes.
  • Facilitate stakeholder engagement and maintain alignment on priorities, timelines, and expected outcomes.
  • Develop expertise in state-specific regulatory, operational, and market requirements and ensure those requirements are incorporated into implementation plans and launch activities.
  • Manage project budgets, schedules, resources, vendor relationships, and overall program performance.
  • Prepare and present executive-level communications, dashboards, and governance materials, decisions requiring leadership action, and risk mitigation strategies.
