About The Position

We're seeking a Business Process Consultant to provide expert resource analysis and financial management support to a department front office. This role focuses on comprehensive financial management support, budget execution monitoring and optimization, and fiscal compliance. The successful candidate will provide expert-level resource analysis and financial management support for current and next-year budget activities in a fast-paced front office environment.

Requirements

  • TS/SCI with Poly
  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD.
  • Demonstrated experience supporting budget execution for current operating year and next year activities.
  • Expert-level proficiency in federal budget execution processes and financial management systems.
  • Proven track record achieving or exceeding budget execution targets.
  • Strong analytical skills with ability to solve interrelated quantitative problems.
  • Considerable knowledge of Federal regulations and laws related to resource management.
  • Excellent oral and written communication skills for briefing and complex documentation.
  • Ability to manage competing priorities in a dynamic environment.

Nice To Haves

  • Master's degree in quantitative analysis, financial analysis, social sciences, or related field.
  • Background supporting senior leadership with executive-level budget briefings.
  • Experience managing budget execution across multiple fiscal years simultaneously.
  • Working knowledge of project management, management science, operations research, or cost analysis methodologies.

Responsibilities

  • Support annual budget build including program budget submission and budget justification materials for current and next fiscal year.
  • Monitor daily budget execution and provide regular status updates with proactive issue identification.
  • Manage strategic repurposing of current and prior-year funds to maximize execution.
  • Track unliquidated obligations (ULOs), coordinate fund repurposing, and facilitate end-of-year closeout activities prior-year fund resolution.
  • Generate and interpret complex budget reports and financial data analytics.
  • Develop financial metrics and perform cost analysis.
  • Perform program analysis to identify risks and support development of mitigations.
  • Support quarterly execution reviews and corrective action planning.
  • Apply historical trends and finds to budget submissions and execution assessments.
  • Prepare budget exercise submissions and supporting documentation for program goals, requirements, costs, and schedules.
  • Support senior leadership briefings with clear, accurate financial presentations.
  • Prepare written documents addressing complex topics for various audiences.
  • Conduct research and respond to ad hoc taskings, including Congressionally Directed Actions.
  • Generate comprehensive documentation to ensure budget operations continuity.
  • Coordinate cross-organizational financial activities and resource allocations.
  • Work with program managers, COTRs, contracting officers, and budget personnel.
  • Lead or conduct briefings and meetings, addressing concerns and questions effectively.
  • Establish and maintain working relationships across the organization.
