About The Position

The Business Process Analyst serves within the Office of Atlanta Information Management at the City of Atlanta's Department of Watershed Management (DWM). This position bridges the gap between business operations and technology-driven project delivery by providing analytical, documentation, and coordination support across a portfolio of IT and infrastructure projects. The Business Process Analyst is responsible for eliciting and documenting business requirements, supporting project planning activities, tracking deliverables, and facilitating stakeholder engagement throughout the project lifecycle. This role operates within an ITIL and PMI-aligned governance framework and collaborates closely with Project Managers, IT leadership, and operational staff across DWM divisions.

Requirements

  • Knowledge of the project management lifecycle (initiation, planning, execution, monitoring, closing)
  • Familiarity with Agile, Waterfall, and Hybrid project delivery methodologies
  • Working knowledge of ITIL service management principles
  • Understanding of government IT governance frameworks and compliance requirements
  • Advanced proficiency in Microsoft 365 suite (Teams, SharePoint, Excel, Word, Visio, PowerPoint)
  • Proficiency in Monday.com or similar project management platforms
  • Strong written and verbal communication skills with the ability to tailor messaging to diverse audiences
  • Ability to produce clear, concise, and professional documentation
  • Strong facilitation and meeting management skills
  • Data analysis and reporting skills; familiarity with dashboards and performance metrics
  • Strong organizational skills and attention to detail
  • Ability to manage multiple projects and priorities simultaneously in a fast-paced environment
  • Ability to work independently and collaboratively across cross-functional teams
  • Ability to exercise sound judgment and discretion in handling sensitive or confidential information
  • Ability to adapt to changing priorities, technologies, and organizational needs
  • Associate’s Degree in Business, Computer Science, or related field (Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of three (3) years of professional related experience).

Responsibilities

  • Elicit, analyze, and document detailed business and functional requirements for IT and infrastructure projects
  • Develop use cases, process flows, user stories, and business requirements documents (BRDs)
  • Conduct gap analysis between current and desired business processes
  • Maintain requirement traceability matrices to ensure alignment with project scope and deliverables
  • Facilitate JAD (Joint Application Development) sessions and stakeholder workshops
  • Assist Project Managers with the development and maintenance of project charters, work breakdown structures (WBS), and project schedules
  • Support monitoring and reporting of project milestones, risks, issues, and action items
  • Maintain and update project documentation in SharePoint, Monday.com, and other PMO-designated platforms
  • Coordinate with vendors, contractors, and internal teams to ensure project activities are on track
  • Prepare status reports and executive-level project dashboards for PMO leadership and stakeholders
  • Serve as a liaison between technical teams and business units to facilitate clear and timely communication
  • Identify and document stakeholder information using tools such as the Stakeholder Register and Salience Model
  • Facilitate meetings, capture meeting minutes, and distribute action items
  • Support change management activities, including communication planning and training coordination
  • Analyze existing workflows and recommend process improvements aligned with DWM operational goals
  • Support the development of KPIs, performance metrics, and reporting frameworks
  • Assist in the development of value stream maps, RACI charts, and standard operating procedures (SOPs)
  • Leverage data to support decision-making and continuous improvement initiatives
  • Adhere to PMO intake processes, project governance standards, and City of Atlanta IT policies
  • Support audit readiness by maintaining accurate and complete project records and documentation
  • Participate in portfolio reviews and contribute to lessons-learned documentation.
