About The Position

The South Carolina Department of Education (SCDE) is seeking a Business Systems Analyst to join the Business Projects team within the Office of Implementation & Support. This role is part of a team driving a significant agency modernization effort and serves as a connector between the Office of Implementation & Support (OIS) and the Office of Information & Technology (OIT). The Business Analyst II will work with technology teams, program offices, and external partners to document, streamline, and improve processes and systems supporting the agency’s modernization goals. The position focuses on developing and maintaining process documentation, supporting business and technical analysis, and ensuring the accuracy and usability of information assets. Collaboration with stakeholders to gather requirements, translate business needs into documentation, and support process and system improvements is key. The role involves leveraging modern tools, including AI technology, to enhance documentation efficiency and consistency while adhering to standards. Emphasis is placed on documentation ownership, project support, and backlog readiness within an Agile lifecycle.

Requirements

  • A high school diploma and experience in computer system development and modification.
  • A bachelor's degree in a related area may substitute for the required work experience.
  • 1–2 years of demonstrated experience in business analysis, systems documentation, information systems, or a comparable role in a technology-driven environment.
  • Applied experience through internship, co-op, or equivalent project work may be accepted.
  • Proficiency with Microsoft 365, SharePoint, and collaborative documentation tools (e.g., Scribe, Confluence, or equivalent knowledge base platforms).
  • Familiarity with Agile/Scrum development environments and SDLC artifact types including BRDs, PRDs, test plans, and change request documentation.
  • Strong analytical, problem-solving, and organizational skills.
  • Ability to manage multiple documentation workstreams simultaneously and meet sprint-level delivery commitments.
  • Clear written and verbal communication skills.
  • Demonstrated ability to translate complex technical content into plain-language documentation for diverse audiences.
  • Direct experience using AI technology for writing and documentation, particularly Microsoft Copilot and Claude.
  • Ability to use AI tools to accelerate drafting, synthesis, and content review while maintaining editorial control over final outputs.

Responsibilities

  • Develop and maintain documentation (SOPs, knowledge base articles, process guides, service documentation) supporting agency modernization initiatives, ensuring content is current, governed, and aligned with milestones.
  • Create process maps, workflow diagrams, and visual documentation to translate complex systems and procedures into clear formats for technical and non-technical audiences.
  • Support governance and change management by maintaining decision logs, stakeholder communications, release notes, and service catalog entries.
  • Enforce documentation standards (taxonomy, version control, metadata) and conduct content audits for accuracy, accessibility, and regulatory compliance.
  • Analyze user and stakeholder needs across OIT program areas and translate findings into business requirements, use cases, functional specifications, and BRDs/PRDs.
  • Document system integrations and cross-application workflows, and conduct testing to verify process accuracy, system integrity, and alignment with requirements.
  • Simulate and recreate user issues to identify root causes, document findings, and coordinate resolutions with technical teams.
  • Assist in developing technical designs, workflow diagrams, process maps, and system architecture documentation for application development, DevSecOps pipelines, and API integration projects.
  • Support application portfolio reviews by documenting current-state system capabilities, integration dependencies, and process workflows.
  • Support governance councils and working groups by documenting stewardship roles, classification standards, retention schedules, and access workflow procedures.
  • Develop and maintain catalog entries, dictionary definitions, and glossaries for the agency’s reporting and analytics functions.
  • Document stewardship workflows, quality standards, and privacy-safe sharing processes; assist with Ed-Fi infrastructure documentation and interoperability standards.
  • Use AI technology tools (e.g., Microsoft Copilot, Claude) to support documentation workflows, including drafting, editing, summarizing, synthesizing input, and reviewing for clarity and consistency.
  • Apply effective prompting practices when using AI technology and exercise editorial judgment to ensure AI-generated content meets accuracy, compliance, and agency standards.
  • Support OIT’s AI technology guardrails framework by documenting acceptable use policies, prompt logging procedures, and human-in-the-loop requirements.
  • Collaborate with SMEs, product managers, developers, program directors, external agencies, and vendors to gather process details and validate documentation.
  • Participate in Agile sprint ceremonies, technical reviews, and project meetings as the documentation lead, maintaining sprint-level documentation deliverables.
  • Build and maintain strong working relationships across SCDE program offices and external partners using collaboration tools.
  • Represent OIT’s documentation standards in cross-agency initiatives and vendor engagements.
  • Contribute to quarterly technology scorecards and benefits realization reporting by documenting service health metrics and adoption outcomes.
