About The Position

The Business Process Analyst (BPA) supports OSDH's Transformation Management Office (TMO) in analyzing, documenting, and improving agency business processes. The BPA will apply business process analysis and Lean Six Sigma methodologies to identify inefficiencies, streamline workflows, and develop sustainable process improvements. The contractor will also provide high-quality process documentation, including process maps, standard operating procedures (SOPs), analysis reports, and recommendations, to support operational effectiveness, quality improvement, and agency transformation priorities. The Business Process Analyst (BPA) will support the Oklahoma State Department of Health (OSDH) Transformation Management Office (TMO) by providing strategic initiative support, business process analysis and improvement, performance management, and stakeholder coordination. The BPA will support the planning, coordination, implementation, execution, monitoring, and completion of finance-related strategic initiatives while ensuring consistency with OSDH strategy, mission, commitments, and goals. The BPA will manage assigned activities and deliverables within scope, maintain effective stakeholder relationships, identify and help remove barriers, and escalate risks or issues as needed to support successful initiative outcomes.

Requirements

Minimum of 3-5 years' experience as a business analyst.
Professional experience in business analysis, process improvement, project management, performance management, or a related field.
Experience supporting strategic initiatives, organizational transformation, or enterprise-level improvement efforts.
Experience developing executive-level reports, dashboards, process maps, SOPs, or implementation documentation.

Nice To Haves

Experience in state government, healthcare, finance, regulatory or similar service-related business.
Preferred master's degree in MBA or MHA.
Experience working in government, public health, finance, or another regulated environment is preferred.
Lean Six Sigma, project management, change management, business analysis, or related professional training or certification is preferred.

Responsibilities

Conduct business process analysis through stakeholder interviews, workflow reviews, data analysis, and other appropriate assessment methods.
Develop and maintain current-state and future-state process maps, workflows, and supporting documentation.
Apply Lean Six Sigma and quality improvement methodologies to identify process gaps, bottlenecks, redundancies, root causes, and improvement opportunities.
Develop practical, data-informed recommendations to improve process efficiency, effectiveness, standardization, and sustainability.
Develop and revise standard operating procedures (SOPs), process documentation, business requirements, reports, executive summaries, and other written materials.
Gather, analyze, and evaluate information related to agency business processes and standard operating procedures (SOPs).
Identify inefficiencies and recommend improvements to standardize, streamline, and improve operations.
Conduct gap analysis and root cause analysis and develop actionable recommendations to improve processes, systems, SOPs, workforce utilization, and management functions.
Support the planning, coordination, implementation, execution, monitoring, and completion of finance-related strategic initiatives.
Create, develop, and maintain project plans, milestones, action items, and other tools needed to achieve strategic initiative goals.
Coordinate with initiative leads, sponsors, and stakeholders to maintain alignment on scope, timelines, deliverables, and expected outcomes.
Identify blockers, risks, and issues; support resolution and escalate concerns when appropriate.
Analyze and evaluate proposed business process changes before implementation.
Conduct feasibility assessments and risk analyses and develop optimization strategies to support informed decision-making.
Provide recommendations based on available data, process findings, stakeholder input, and operational requirements.
Develop and maintain performance management dashboards and reporting tools for strategic initiative leads, sponsors, and TMO leadership.
Track and report key performance indicators (KPIs), milestones, risks, and initiative progress.
Support clear, accurate, and timely communication of performance information to leadership and stakeholders.
Apply change management practices in accordance with agency and TMO guidance.
Support stakeholder engagement, communication, readiness, and adoption activities associated with process, system, or operational changes.
Ensure assigned activities and deliverables adhere to applicable federal, state, and agency requirements and documented guidelines.
Develop and maintain clear process documentation, reports, recommendations, SOPs, and other materials necessary to support implementation and sustainability.
Facilitate or support process improvement sessions with program staff, subject matter experts, and other stakeholders.
Lead and facilitate meetings, workshops, workgroups, and other collaborative activities, particularly when an independent or neutral facilitator is beneficial.
Engage professionally with stakeholders at multiple organizational levels and support cross-functional collaboration.
Communicate findings, recommendations, risks, and decisions clearly to technical and non-technical audiences.
Develop appropriate process measures and performance indicators to evaluate the effectiveness of implemented improvements.
Support implementation, change management, and sustainment activities associated with approved process improvements.
Provide regular progress updates and maintain documentation of assigned projects, deliverables, risks, issues, and recommendations.
Complete assigned deliverables within established timelines and incorporate OSDH feedback into final work products.
