About The Position

Technical Assent seeks an analytical, execution-oriented Business Development & Capture Manager to support federal growth through opportunity qualification, customer and market intelligence development, and capture execution. The hybrid role is approximately 40% business development and 60% capture management, working across federal target markets with an emphasis on VA, DoD, and DHS. Candidates should have meaningful experience with either VA or DoD and be able to apply their knowledge across other agencies. The Business Development portion involves evaluating identified federal opportunities and converting market intelligence and capability assessments into evidence-based Pursue/No Pursue recommendations. The Capture Management portion involves supporting and independently executing capture activities, including customer intelligence, competitive analysis, teaming strategy, capture planning, and solution positioning. The role works closely with the Executive Team, Capture Manager, and Service Delivery leaders. The successful candidate will combine disciplined analysis, federal market knowledge, strong execution skills, and practical AI proficiency. They must be able to investigate unfamiliar opportunities, distinguish verified facts from speculation, identify information gaps, and translate findings into actionable recommendations. AI is expected to accelerate research and analysis, but the employee remains accountable for validating facts, applying independent judgment, and producing substantive, defensible work. Technical Assent provides services to government, business, and not-for-profit clients. Its teams work in and on clients’ core missions, delivering day-to-day services while identifying opportunities for improvement. The company describes its work as driven by evidence, grounded in understanding, and focused on impact. It values creative and pragmatic problem-solving, self-starters, collaboration, feedback, and measurable outcomes. It is a small company where employees can help shape the culture and turn improvement concepts into capabilities that provide value to clients’ missions.
