About The Position

Technical Assent seeks an analytical, execution-oriented Business Development & Capture Manager to support federal growth through opportunity qualification, customer and market intelligence development, and capture execution. The role combines business development (approximately 40%) and capture management (approximately 60%) across the company’s federal target markets, with an emphasis on VA, DoD, and DHS. The successful candidate will have meaningful experience with VA or DoD and be able to apply that knowledge across other agencies. The role works closely with the Executive Team, Capture Manager, and Service Delivery leaders. The Business Development component evaluates and qualifies identified federal opportunities, converting market intelligence and capability assessments into evidence-based Pursue/No Pursue recommendations. The Capture Management component supports and independently executes assigned capture activities, including customer intelligence development, competitive analysis, teaming strategy, capture planning, and solution positioning. The role requires disciplined analysis, federal market knowledge, strong execution skills, practical AI proficiency, and the judgment to investigate opportunities, separate facts from speculation, identify information gaps, and make actionable recommendations. Technical Assent expects employees to use AI thoughtfully to improve the speed, quality, and productivity of their work. AI use does not replace expertise or critical thinking. The employee remains accountable for the accuracy, reasoning, originality, and value of their work, and must validate material facts, distinguish evidence from assumptions, apply professional judgment, and explain and defend their analysis and decisions. Technical Assent provides services to government, business, and not-for-profit clients. Its teams design and deliver service experiences and capabilities intended to achieve client outcomes. Employees work on strategically important government programs, supporting clients’ core missions while identifying opportunities for improvement. The company describes its work as driven by evidence, grounded in understanding, and focused on impact. It is a small company where employees can contribute to the culture and help turn improvement concepts into capabilities that provide measurable value to clients’ missions.
