About The Position

ECS is seeking an experienced Business Analyst to support the CIRCIA program under CISA’s Technical Engineering and Support Services (TESS) program. This hybrid role is based in ECS’s Arlington, Virginia office. The Business Analyst documents operational workflows, data flows, and business requirements to support architecture, design, and engineering decisions.

The role translates complex or ambiguous regulatory, business, and stakeholder requirements into clear, structured documentation that serves as a reliable reference across the program. The Business Analyst coordinates with stakeholders across design, research, and engineering to keep requirements accurate and current as the regulatory and operational landscape evolves. The position helps ensure technical investments are grounded in verified requirements and helps reduce delivery risk and misalignment before development.

Requirements

• U.S. citizenship and ability to obtain and maintain Public Trust Suitability.
• Bachelor’s degree in Business Administration, Information Systems, or a related field, or equivalent professional experience.
• At least 5 years of experience as a business analyst, including documenting workflows, data flows, and requirements for a technical program.
• Strong analytical, writing, and stakeholder-coordination skills.
• Experience translating complex or ambiguous requirements into clear documentation.
• Experience with requirements and documentation tools such as Confluence, Jira, or ServiceNow.

Responsibilities

• Document current-state operational workflows and data flows, and support the definition of future-state requirements.
• Translate business, regulatory, and stakeholder requirements into clear technical and process documentation.
• Support the enterprise/solutions architect in evaluating technology options and documenting the implications of architecture and design decisions.
• Identify dependencies, risks, and gaps between requirements and delivered work, and help the team resolve them.
• Coordinate with stakeholders across design, research, and engineering to keep requirements accurate and up to date.
