About The Position

Cogent People Inc. is seeking a Business Analyst to support requirements elicitation, documentation, and validation for project workflows and related system processes. This role is responsible for gathering and refining business requirements, supporting Agile delivery teams, and ensuring alignment between CMS processes, system functionality, and user needs. The position supports analysis of workflows, data structures, and user interactions to ensure accurate and effective system implementation. The ideal candidate will bring experience in business analysis, Agile environments, and healthcare or MES-related systems, along with the ability to collaborate across cross-functional stakeholders and technical teams. This position may be contingent upon contract award.

Requirements

• Bachelor’s degree in Business, Information Systems, Healthcare Administration, or a related field, or an equivalent combination of education and experience
• Experience in business analysis, requirements gathering, and documentation
• Experience working in Agile delivery environments
• Familiarity with healthcare systems, MES/MESH workflows, or CMS-related processes
• Strong analytical and problem-solving skills
• Experience supporting user acceptance testing (UAT) and test validation activities
• Excellent written and verbal communication skills
• Ability to collaborate effectively with technical and non-technical stakeholders
• Strong attention to detail and commitment to data and process accuracy
• Must be a U.S. Citizen, Permanent Resident, or valid EAD holder
• Must have lived in the United States for at least 3 of the past 5 years
• Must be currently authorized to work in the U.S. without sponsorship

Nice To Haves

• Experience working with Medicaid Enterprise Systems (MES) or CMS-aligned programs
• Familiarity with workflow analysis and process improvement methodologies
• Experience supporting large-scale or government healthcare systems
• Knowledge of data structures and system integration concepts
• Experience contributing to Agile backlog refinement and sprint planning
• Ability to identify and articulate user experience and process improvement opportunities

Responsibilities

• Support detailed requirements elicitation for MESH workflows, data structures, and user interactions
• Document and maintain clear, actionable business and functional requirements
• Validate requirements with stakeholders to ensure accuracy and completeness
• Work with stakeholders and Agile teams to refine user stories and acceptance criteria
• Ensure alignment between system functionality and CMS processes
• Support testing activities and user acceptance testing (UAT)
• Identify gaps in workflow execution, data quality, and user experience
• Contribute to continuous improvement initiatives across processes and systems
• Support analysis of business processes to improve efficiency and accuracy
