About The Position

The primary objective of the Information Technology Unit is to deliver quality Application Development and Support and Web services through effective systems architecting and planning, project initiation, business analysis, requirements definition, systems design, systems development, systems implementation, on-going maintenance and enhancement, effective problem identification and resolution, production service and support, and systems administration support tasks to ensure computer applications will assist DOC in achieving its day-to-day mission. This role ensures compliance with VITA project management standards and procedures for development, enhancement, and deployment of applications. It provides project planning and management, ensures quality deliverables through coordination of requirements to test output, develops detailed knowledge of business processes for supported DOC units, participates in teams, and maintains positive professional relationships. The candidate will be required to come onsite to pick up equipment and for occasional training.

Project management experience
Extensive experience managing/collaborating to complete IT projects

Working knowledge of a variety of Systems Development Life Cycle (SDLC) processes including Waterfall, Agile, and Iterative
Considerable experience, knowledge and understanding of a variety of technologies including .NET, c#, Microsoft SQL Server, ETL, PowerApps, Business Objects, relational databases, hardware, telecommunications, messaging, network protocols, CRM
Experience, knowledge and understanding with web application development/GUI development, reporting, data movement (Batch, Web Services), reporting, data warehousing
Experience with data analysis, data profiling, mapping and validation
Bachelor’s degree from an accredited college or university with major coursework in Information Technology or a related field or equivalent training or experience

Responsibilities

Assist in the planning of changes to systems and implementation of new systems.
Analyze VADOC Policies and Procedure to identify agency needs related to systems.
Elicit and document technical and business requirements.
Evaluate the impact of system changes on DOC Policy.
Manage expectations of change sponsors and stakeholders.
Serve as a liaison between Virginia Department of Corrections users, ITU and vendors.
Assess, test and report on system application and enhancements.
Create test schedules and strategies in accordance with project scope and delivery dates.
Analyze impact of testing defects and recommend corrective action to stakeholders and software vendor.
Test system applications to identify defects (regression testing), and tests system enhancements to ensure agency needs are met.
Execute program enhancements.
Coordinate project release communication to all stakeholders, their contingency plans and conduct release meetings with key stakeholders.
Partner with internal and external resources.
Work with other leadership teams to identify and resolve cross-divisional issues.
Provide training to end users.
Assess training needs based on user knowledge and system applications.
Implement and evaluate training materials to ensure staff can independently use the system.
