Requirements

  • 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying laws, policies & procedures mandated by Ohio Department of Job & Family Services that are pertinent to business work flows for which computer system is being designed & using human services legacy system such as Ohio Benefits, SACWIS, SETS, or CCIDS
  • 6 mos. trg. or 6 mos. exp. in operating personal computer & using office system software, that is Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package.
  • Completion of undergraduate core coursework or 2 years exp. in social or behavioral science, pre-medicine, business administration, public administration, human services as defined in series purpose, or comparable field
  • For Ohio Benefits System positions, requires 24 mos. recent exp. (i.e., within past 5 years) in delivery of human services that included explaining & applying public assistance laws, policies & procedures mandated by Ohio Department of Job & Family Services & using Ohio Benefits
  • 6 mos. trg. or 6 mos. exp. in operating personal computer & using Microsoft Office system software, that is Microsoft Word, Excel, Power Point, or like software package.

Responsibilities

  • Conduct business and systems analysis to support IT projects and process automation.
  • Analyze current business processes, identify gaps, and recommend compliant, technology driven improvements.
  • Elicit, document, and validate business and system requirements in collaboration with program, IT, and vendor stakeholders.
  • Define project scope and produce detailed documentation such as BRDs, functional specifications, and related artifacts.
  • Maintain working knowledge of agency systems and relevant programs/policies (e.g., OCLQS, TAP, OB, OPR).
  • Serve as liaison between program areas, IT teams, external partners, and contractors to ensure clear communication and alignment of expectations.
  • Develop process models, workflows, and diagrams to support system design and stakeholder understanding.
  • Review system design documentation for alignment with business needs, regulatory requirements, and state/federal policies.
  • Support system implementation, including stakeholder coordination, end user support, and transition activities.
  • Provide operational and technical support to internal teams, agency partners, and contractors.
  • Develop and execute test plans, test cases, and user scenarios to validate system functionality.
  • Perform system validation and quality assurance by comparing outputs to requirements and expected results.
  • Assist with data conversion, migration, and integration activities.
  • Interpret federal and state statutes, rules, and policies to ensure compliance in system design and functionality.
  • Troubleshoot system issues by identifying, documenting, and tracking defects through resolution.
  • Deliver help desk and user support services, addressing system related inquiries and resolving issues promptly.
  • Support user acceptance testing (UAT) and coordinate stakeholder sign off.
  • Maintain and update system documentation, including job aids and user guides.
  • Track project tasks and maintain project related documentation.
  • Participate in backlog refinement, prioritization, and sprint planning.
  • Analyze system data and metrics to support decision making and continuous improvement.
