About The Position

GovCIO is currently hiring for a Business Analyst with 8 years of experience supporting the United States Postal Service (USPS) in identifying business problems, gathering requirements, analyzing processes, and ensuring technology solutions align with organizational goals. This role acts as the bridge between stakeholders and technical teams, producing documentation that guides development and reduces rework. This position will be fully remote within the United States.

Basic SQL knowledge
Familiarity with API testing tools like Postman.
Working knowledge (8+ years’ experience) of one of more of the following qualifications:
Working knowledge of Java, UNIX, and SQL using Oracle DB
Prior Management Leadership Experience

Nice To Haves

Bachlors degree from an accredited College/University in the applicable field of services is preferred.
If resource does not have a relevant college degree, an additional 4 years of relevant work experience is required.

Responsibilities

Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls.
Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems.
Analyzes business and technical processes to formulate and develop new and modified business information processing systems.
Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization.
Documents product/service requirements and develops test procedures to ensure user requests are carried out.
Interacts with testing requirements to ensure traceability and test coverage.
Conduct stakeholder interviews, workshops, and process observations to elicit business needs.
Create user stories, acceptance criteria, functional specifications, process flows, and data mapping documents.
Maintains system protocols by writing and updating procedures.
Provides direction to the development and testing cycles.
Analyze current-state workflows, identify gaps, and propose improvements.
Analyze, review, and accept the Business Needs Statements BNS, Epics, Features, and User Stories.
Facilitate meetings, manage expectations, and communicate project status across business and technical audiences.
Support user acceptance testing and verify that delivered solutions meet documented requirements.
Create dashboards, perform data analysis, and identify automation opportunities.
Review requirements and design comprehensive test plans and test cases.
Execute functional, regression, integration, system, and UAT tests; run automated scripts when applicable.
Identify, document, and track defects using tools like ALM/VersionOne.
Validate fixes and ensure resolved defects meet acceptance criteria.
Identify edge cases and unexpected behaviors beyond scripted tests.
Work with developers to reproduce issues and provide quality insights.
As Scrum Master backup, assist with Agile ceremonies and release management.
Present and communicate at all levels within an organization.
Lead as a Critical Incident Manager to restore production applications impacting events.
Manage multiple IT projects simultaneously.
