About The Position

Ampcus Inc. is seeking a highly motivated Business Analyst 3 to join their team. This role supports the Texas Department of Agriculture and requires candidates to meet general qualifications for Business Analyst 3 (Applications/Software Development) and specific project needs. All work products are considered works made for hire and remain the property of the department. Candidates may be subject to criminal background checks. No fees will be paid for interviews or candidate selection.

Requirements

  • 8 years of experience providing complex quality assurance consultation or oversight for projects or initiatives.
  • 3 years of experience working in Agile environments, including user story creation, participation in Agile ceremonies, and leading refinement and sprint planning sessions.
  • 3 years of experience using tools such as Azure DevOps, Jira, or similar platforms.
  • 3 years of experience performing senior-level business analysis work with minimal supervision and strong independent judgment.
  • 3 years of experience analyzing program policies and procedures and assessing their impact on automated systems.
  • 3 years of experience coordinating with external vendors and contractors, including assigning and evaluating work.
  • 3 years of experience identifying automation opportunities and supporting development of new system proposals.
  • 3 years of experience analyzing applications, troubleshooting issues, and implementing solutions.
  • 3 years of experience reviewing complex project deliverables such as charters, design documents, test plans, and risk assessments.
  • 3 years of experience developing training materials, conducting training sessions, creating test cases, and processing change requests.

Nice To Haves

  • Preferred domain experience includes licensing systems, with a strong understanding of the full license lifecycle (application through management), and experience working with state licensing environments.
  • 4–7 years of prior experience working with Texas Department of Agriculture systems.

Responsibilities

  • Gather, analyze, and document business requirements, user needs, and existing processes to support system improvements or new system development.
  • Translate business requirements into user stories with clearly defined acceptance criteria and non-functional requirements.
  • Perform quality assurance on user stories and validate completeness and testability.
  • Analyze policies and procedures to assess their impact on automated systems and functional areas.
  • Provide consultation on application issues, troubleshoot system problems, and recommend or implement solutions.
  • Identify opportunities for process improvement through automation and contribute to proposals for new system development.
  • Assist in the preparation and review of project deliverables such as project charters, project plans, test plans, and risk management plans.
  • Develop and execute test cases, manage change requests, and support scope, acceptance, installation, and deployment activities.
  • Plan and develop training materials and conduct training sessions for internal and external users.
  • Maintain vendor relationships, evaluate services for value, and review invoices.
  • Provide QA consultation across projects and special initiatives.
  • Perform additional duties as assigned.
