About The Position
The client is seeking an experienced Business Analyst 3 / PM-BA to support large-scale modernization initiatives focused on converting legacy applications into modern web-based solutions. The selected candidate will work closely with application development teams, architects, business stakeholders, and database administrators to analyze existing systems, gather requirements, document workflows, and support modernization efforts utilizing .NET technologies and SQL-based systems. This role requires strong experience in legacy system analysis, SDLC methodologies, stakeholder management, requirements elicitation, and modernization strategy execution within complex enterprise environments.
Requirements
- 12+ years of experience in legacy system analysis and modernization strategies.
- 12+ years of SDLC experience focused on web-based application development.
- 12+ years of requirements gathering, elicitation, and documentation.
- 12+ years translating legacy applications into modern web-based solutions.
- 12+ years facilitating stakeholders, project coordination, and task tracking.
- Strong experience analyzing SQL-based data models and integrations.
- Experience reviewing workflows and identifying modernization opportunities.
- Strong written, verbal, and presentation communication skills.
- Ability to create clear, complete, and testable requirements documentation.
- Ability to work effectively across technical and business teams.
- Experience identifying system and compliance gaps.
- Ability to adapt within complex modernization environments.
- Strong relationship management and collaboration skills.
- 12+ years in PM/BA or Business Analysis roles.
- 8+ years converting legacy systems to web-based applications.
- 8+ years supporting .NET development teams and SQL databases.
- 8+ years working with project management methodologies.
- Experience supporting large-scale government or regulated IT environments.
- Bachelor's degree in Business, Computer Science, Information Systems, or related field.

Responsibilities
- Lead business and technical analysis activities for legacy-to-web modernization initiatives.
- Analyze legacy applications, workflows, databases, and integrations to document current-state functionality.
- Gather, define, validate, and document business, functional, and technical requirements.
- Translate legacy system behavior into detailed requirements for modern web-based platforms.
- Conduct gap analysis between current and future-state systems.
- Collaborate with .NET development teams, architects, QA teams, and database administrators.
- Support project planning, milestone tracking, issue management, and risk escalation.
- Facilitate stakeholder meetings, workshops, walkthroughs, and sign-off sessions.
- Create detailed, testable, and traceable requirements documentation.
- Assist development and testing teams with requirement clarification and validation.
- Communicate project risks, dependencies, and status updates to leadership.
- Identify modernization opportunities and recommend feasible technical solutions.
- Support compliance and process improvement initiatives.
