About The Position

Texas Health and Human Services Commission (HHSC) is seeking 2 experienced Business Analysts 3 to support a major Medicaid application modernization initiative. The Business Analyst will be part of a team responsible for project and product oversight of Medicaid IT-contracted systems, integrated projects, and dependent efforts. The role will focus on requirements analysis, project documentation, application functionality, vendor coordination, testing, deployment, and ensuring alignment with agency standards and an integrated Medicaid solution.

Requirements

  • 8+ years of experience coordinating with outside vendors to complete projects and service requests, including defining, assigning, and evaluating vendor work.
  • 8+ years of experience developing or reviewing project artifacts such as: Test cases, Requirements documentation, Requirements traceability, Design specifications, Technical specifications
  • 8+ years of experience analyzing systems, troubleshooting problems, and supporting solution implementations.
  • 8+ years of experience managing project scope, acceptance, deployment, system integration testing, and user acceptance testing.
  • 8+ years of experience identifying project risks and challenges and developing mitigation strategies.
  • 8+ years of experience analyzing organizational policies, procedures, and standards to determine their impact on automated systems and functional areas.

Nice To Haves

  • 3+ years of experience using TFS/ADO to create, manage, and maintain requirements throughout the software development lifecycle.
  • 3+ years of experience working in an Agile environment; SAFe experience preferred.
  • 3+ years of experience with Microsoft products, including: Microsoft Office, SharePoint, Microsoft Copilot
  • Understanding of enterprise system components, including: User interfaces, Data layers, Infrastructure, System integrations, Business rules engines, Workflow orchestration, Cloud-based solutions
  • Experience with Texas HHSC processes.
  • Knowledge of Texas Medicaid and CHIP systems.
  • Experience updating portfolio/project management tools.
  • Experience managing state-level major information resource project information.

Responsibilities

  • Review, analyze, and evaluate business systems, processes, and user needs.
  • Translate business requirements into detailed functional requirements, system specifications, and actionable development documentation.
  • Coordinate with external vendors to complete projects and service requests.
  • Define, assign, monitor, and evaluate vendor deliverables and work products.
  • Develop and/or review project artifacts, including: Business and system requirements, Test cases, Requirements traceability documentation, Design specifications, Technical specifications
  • Consult on system analysis, troubleshoot application and system issues, and support solution implementation.
  • Manage project scope, acceptance criteria, deployment activities, and integration/UAT efforts.
  • Monitor system integration testing and user acceptance testing.
  • Identify project risks, dependencies, challenges, and potential impacts.
  • Develop mitigation and avoidance strategies for identified project risks.
  • Analyze HHSC policies, procedures, and standards and determine their impact on automated systems and functional areas.
  • Support documentation and delivery of application functionality for Medicaid IT-contracted systems.
  • Develop processes and documentation that promote consistency across integrated projects and dependent systems.
  • Evaluate solution options and support risk, cost/benefit, ROI, and buy-versus-build analyses where applicable.
  • Work with technical and business stakeholders to ensure solutions align with agency objectives and enterprise architecture.
  • Support modernization efforts involving application interfaces, data layers, infrastructure, integrations, business rules, and workflow orchestration.
