About The Position

Join our Learning & Innovation team and play a critical role in shaping the safety and integrity of Edmonton’s built environment. This role offers a dynamic opportunity to apply technical expertise in a supportive, growth-oriented environment. As a Building Safety Codes Officer II, you will serve as a plans examiner and inspector specialized in residential, Part 9, Part 3, and HVAC applications. The incumbent will contribute to innovative solutions, offer expert guidance, and be a leader in regulatory administration. Operating within the Safety Codes, Permits & Inspections section, you will administer provincial safety code duties, audit for compliance, and interact daily with various internal and external community partners. You will exercise independent judgment to interpret regulations while receiving mentorship and coaching from senior team members.

Requirements

  • Completion of the twelfth (12th) school grade or equivalent OR Journeyperson carpenter, plumber/gasfitter, electrician, sheet metal worker, power steamer engineer, or bricklayer certification recognized in Alberta, plus five (5) years of relevant building construction industry experience after obtaining certification OR A two-year technology diploma in a related field recognized in Canada, plus seven (7) years of relevant building construction industry experience after obtaining the diploma OR An engineering or architecture degree recognized in Canada, plus five (5) years of relevant building construction industry experience (with at least one year completed post-degree)
  • Minimum of three (3) years of practical experience in the construction of buildings, including project scheduling and industry best practices
  • Active registration as a Safety Codes Officer with certification in "Residential", "Part 9", and "Part 3" (or Group A Level 3 equivalent) with the Safety Codes Council in the Province of Alberta

  • Proficient digital literacy using personal computers for plan reviews, data entry, and digital communication
  • Compliance with the City of Edmonton’s safety standards for Personal Protective Equipment (PPE), such as wearing steel-toe boots, gloves, goggles, sunscreen, and coveralls
  • Successful candidates must be fit for a respirator, and compliance with the City of Edmonton's Code of Practice for Respiratory Protective Equipment, including medical monitoring, is a requirement of this position
  • Hire is dependent on a Criminal Records Check (CRC) that is satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
  • Candidates are required to hold a valid Alberta Class 5 driver’s licence (or provincial equivalent) or higher. Candidates will be required to arrange their own transportation and, where appropriate, will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business-use auto insurance

Responsibilities

  • Conduct detailed plans examinations and review permit applications for newly constructed or renovated buildings to assess compliance with bylaws, building codes, and municipal standards
  • Perform on-site building inspections at recognized stages of construction to determine conformity with approved plans, regulations, and the Quality Management Plan (QMS)
  • Identify safety code infractions, issue building permits, or withhold/suspend permits through established processes
  • Input and maintain accurate data, reports, and correspondence within POSSE and other municipal data management systems
  • Collaborate with other municipal units, provincial authorities, and emergency services to ensure unified safety reports and coordinate inter-departmental approvals
  • Provide clear interpretations of the Alberta Building Code and relevant bylaws to contractors, developers, and community partners
  • Inspect projects for alignment with Occupational Health and Safety (OHS) standards and environmental protection guidelines
  • Provide permits and inspections for special events and special initiatives
  • Conduct field visits for audit purposes and support Safety Codes Audits
  • Facilitate cross-section collaboration to ensure smooth workflow progression and contribute to the achievement of annual work plans
  • Assist in the development and documentation of Quality Management System (QMS) materials, including process job aids and Standard Operating Procedures (SOPs)
  • Provide recommendations and prepare specifications for process and technology improvements
  • Support change management initiatives and user adoption strategies when rolling out new technology updates and process improvements to the team
  • Support website improvement initiatives
  • Participate in training in other Safety Codes areas as business needs require
  • Provide general administrative and technical support, including preparing drafts, memos, and reports under the guidance of senior staff
  • Provide support for emergent issues, ad-hoc operational requirements, and general administrative items as required
