About The Position

The Director, Safety Codes administers the Safety Codes Act and all Regulations pursuant to the Act including the Current Alberta Building Code, Canadian Electrical Code, Canadian Gas Code and Canadian Plumbing Code as directed by the Bylaws of the County of Grande Prairie No. 1, and the Quality Management Plans of the jurisdiction. In addition, the Director, Safety Codes is responsible for the leadership and management of the team of Safety Codes Officers.

Requirements

  • Post-Secondary degree in civil engineering technology or architectural technology or equivalent.
  • Qualified and registered with Municipal Affairs and Housing (QuARTS) in the minimum following categories: General Legal/Process (Chief Building Official); House; Small Buildings; Plumbing House; Plumbing All Buildings; Large Buildings.
  • Five years’ experience in a municipal capacity as Chief Building Official, or other applicable experience involving the Building Code and the Building Code Act and other applicable by-laws.
  • Supervisory/Managerial experience in leading teams, providing mentorship and coaching performance.
  • Able to earn the trust and respect of others through consistent honesty and professionalism in all interactions.
  • Diplomatically handle challenging or tense interpersonal situations.
  • Promote cooperation and commitment within the team towards the attainment of common goals.
  • Display ongoing commitment to learning and self-improvement.

Responsibilities

  • Ensure the inspection of all buildings during construction to ensure compliance with the approved plans, Provincial Safety Codes, Quality Management Plan, Municipal by-laws and other applicable laws.
  • Lead and support a team of Safety Codes Officers while providing mentorship and guidance.
  • Set clear, measurable performance expectations for the team and monitor and support individuals towards achievement.
  • Ensure the maintenance of accurate and detailed records of inspections and investigations utilizing the electronic building permit information system.
  • Ensure all relevant inspections are conducted, orders or notices relating to terms of permits and/or regulations violated are issued in accordance with established procedures including the preparation of evidence, producing documentation and recommending penalties before a judge or justice of the peace.
  • Research and respond to inquiries regarding Provincial Safety Codes, and Municipal by-laws for interpretation and enforcement.
  • Conduct Plans Reviews and process and issue permits in accordance with all applicable legislation and established procedures.
  • Confer with and provide information to property owners, contractors, developers, engineers, architects, and the public regarding conformance to standards, plan specifications and codes; explain codes, requirements and procedures and evaluate alternatives.
  • Receive and investigate complaints or concerns of residents; ensure appropriate information is provided and/or corrective action is taken.
  • Act as the escalation point for complex issues pertaining to any of the obligations of the Safety Codes Officer role.
