As a Building Partner Capacity (BPC) Program Manager, you’ll bring your Security Cooperation (SC), Building Partner Capacity (BPC), Global Train and Equip (GT&E), Foreign Military Sales (FMS), and International Affairs expertise to work on projects for Building Partner Capacity. You’ll perform BPC program management, coordinate all phases of the case development, case execution, implementation and closure, synchronize efforts across Theater Components and CCMDs to ensure program management leverages best practices, lead consolidation and delivery of SC data as required or requested, analyze and report on complex security cooperation issues, initiatives, legislative matters, executive orders and agreements, and prepare briefing detailing cases and proposals under development, Price and Availability notification, and any issues with contracting, hardware and training. You’ll be a trusted advisor to our clients, and we’ll look to you to identify, analyze, and evaluate complex systems, policies, processes, and opportunities to build partner capacity in support of CCMDs objectives. Requirements

  • 5+ years of experience with security cooperation, building partner capacity (BPC), and FMS case development and implementation, including FMS case programming
  • Knowledge of international affairs
  • Knowledge of implementing agency’s role within and relationship towards the security cooperation community
  • Knowledge of FMS legislation
  • Knowledge of National Defense Authorization Act (NDAA)
  • Knowledge of BPC Titles 10 and 22
  • Knowledge of International Traffic in Arms Regulations (ITAR) and National Disclosure Policy (NDP)
  • Knowledge of the industry's relationship to the FMS process
  • Secret clearance
  • Bachelor’s degree

Nice To Haves

  • Experience with Defense Security Assistance Management System (DSAMS), ADVANA, Socium, and SCIP
  • Bachelor’s degree in an International Affairs field
