About The Position

Travis County’s Facilities Management Department is seeking a Building Operations Division Manager to direct the day-to-day operations staff for custodial, move, grounds keeping services, warehouse operations, buildings services contract management, and Department vehicle fleet. This role directs building operations activities through supervisors, and plans, develops, and implements new methods and procedures designed to improve building services operations. This classification functions as the highest-level manager in this program area and reports to the department head, with broad scope of operational and staff responsibility.

Requirements

  • Bachelor's degree in business administration or related field
  • Ten (10) years increasingly responsible facilities operations experience, including four (4) years mid- to senior level supervisory management experience.
  • Must have a valid Texas Driver's License.
  • Must pass a criminal background check for CJIS clearance.
  • Applicants are required to successfully pass the background investigation, including fingerprint clearance.
  • Knowledge of management and supervisory principles, practices and techniques.
  • Knowledge of policies, practices, methods and procedures within area of assignment.
  • Knowledge of Federal, State and Local program laws and requirements.
  • Knowledge of applicable safety practices and regulations.
  • Knowledge of budgetary practices and techniques.
  • Knowledge of computer equipment to include word processing, spreadsheets, databases and a variety of software packages.
  • Knowledge of business letter writing, grammar and punctuation, and report preparation.
  • Skill in planning, assigning, directing and coordinating a variety of functional specialties with overlapping work areas.
  • Skill in managing, motivating, developing and evaluating staff.
  • Skill in developing and implementing goals, objectives, procedures, work standards and management controls.
  • Skill in allocating resources and evaluating programs.

  • Ability to establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the public.

Responsibilities

  • Directs subordinate managers and staff, including hiring, training, performance evaluation, disciplinary actions and dismissals, ensuring activities are consistent with policies, procedures, laws, regulations, goals and objectives.
  • Creates opportunities for improved performance, learning and development of staff.
  • Identifies and addresses problems or conflicts.
  • Implements inspections and assessments of buildings and facilities for custodial and grounds maintenance requirements.
  • Coordinates and manages utilization of vendors and contractors.
  • Manages inventory and purchases materials for grounds keeping, move services and custodial supplies as needed.
  • Manages service contracts related to building services functions.
  • Develops, recommends and maintains long-range planning for staff and buildings related to building operations.
  • Works closely with other staff in the department to ensure services requirements are included in new and renovation projects.
  • Plans, develops and oversees implementation of new methods and procedures designed to improve building services, minimize operating costs and effect greater utilization of labor and materials.
  • Ensures the safety of staff through training and updating of policies and procedures as new equipment, supplies and materials become available for custodial, move, grounds keeping services and warehouse operations.
  • Develops, prepares and administers the annual budget for the Building Operations division.
  • Directs ongoing administration of approved budget and oversees expenditures.
  • Directs, plans and schedules department warehouse operations.
  • Manages the department vehicle fleet, represents department on County wide vehicle oversight group, coordinates scheduled vehicle preventive maintenance and repairs and vehicle replacement procurement through established process.
  • Coordinates building operations services to ensure County compliance with Federal, state and local subdivisions conservation, environmental and water quality standards.
  • Directs departmental efforts in support of recycling programs and green cleaning initiatives.
  • Performs other job-related duties as assigned.
