About The Position

This position is located at Fort Bragg, NC. Duties Establishe local budget formulation schedules, call letters, and submission templates tailored to time-phased operational requirements, autonomous systems fielding cycles, operational deployment phases, alert postures and tactical field experiments. Review submitted estimates for reasonableness, mission justification, operational validity, and compliance with statutory authorities, fiscal law, and Department of War/Defense financial regulations. Establish, maintain, and enforce internal management control systems and funds subdivision controls to ensure strict compliance with the Anti-Deficiency Act (ADA) and related fiscal mandates across all DAWG autonomous programs. Review and certify the availability and legal propriety of funds for purchase requests, commercial vendor contracts, rapid autonomous prototyping contracts, GPC thresholds, ISSAs, FOO funds, and operational travel authorizations. Direct the development and administration of the Task Force Easy/ DAWG Unfinanced Requirements (UFR) list. Develop and analyze comprehensive status-of-funds reports, burn-rate analyses, and trend forecasts to identify variance between planned operational expenditures and actual execution.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
  • FINANCIAL MANAGEMENT Level 2 Certified position, certification requirement is a condition of employment. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • US Citizens
  • One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes 1) Performing the full spectrum of budget formulation, presentation, execution, fiscal analysis, and fund control.
  • 2) Monitoring and analyzing obligations and expenditure throughout the fiscal year using automated accounting and resource systems (e.g., GFEBS, DEAMS, WAWF, DTS).
  • 3) Ensuring obligations occur in accordance with projected spending curves, operational milestones, RDT&E testing schedules, and higher headquarters expenditure benchmarks.
  • 4) Providing advice, execution oversight, and technical guidance on day-to-day budgetary operations and financial management functions.
  • Must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Will be required to provide proof of U.S. Citizenship.
  • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
  • Direct Deposit of Pay is required.
