About The Position

This position is responsible for developing, presenting, and executing phases of the Agency-wide budget. Duties The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Applies basic principles, concepts, practices and procedures of budgeting and analysis. Prepares fiscal/management reports reflecting estimated requirements, current costs, unobligated cost balances, and other information needed for program planning. Assists in the distribution of available funds, appropriated and trust, and estimated receipts.

Requirements

  • Must be a US Citizen or US National.
  • Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
  • Satisfactory Background investigation and/or fingerprint check.
  • May be required to successfully complete a trial period.
  • Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.
  • Successfully pass the E-Verify employment verification check.
  • All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
  • Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or certificate from a qualifying educational institution within the previous two (2) years.
  • Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.
  • One year of specialized experience (equivalent to the GS-05 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Utilizing excel and/or other automated financial management software to extract and consolidate data from multiple sources, creating spreadsheets, charts, and graphs. Enter and format financial data. Participating in projects that improved the accuracy and timeliness of activities within established guidelines.
  • 1 full year of graduate level education in a field leading to a degree in a field such as accounting, management, business administration, finance, or in a field of study directly related to the work of this position as described in the vacancy announcement.
  • Superior Academic Achievement: To qualify based on superior academic achievement, you must have completed the requirements for a bachelor's degree from an accredited institution AND 1) have a class standing in the upper third of the graduating class, 2) membership in a national scholastic honor society (excluding Freshman honor societies), or 3) must meet certain GPA requirements. GPA requirements: 3.0 or higher out of a possible 4.0 as recorded on official transcripts or as computed based on 4 years of education, or courses completed during the final 2 year of the curriculum; OR 3.5 or higher out of a possible 4.0 based on the average of the required course completed in the major field or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, e.g., 2.95 rounds to 3.0 and 2.94 rounds to 2.9).
  • One year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Formulating budget estimates and/or consolidated financial data from multiple sources, preparing management reports for program planning and execution. Ensuring compliance with regulations by developing new approaches to limit expenditures and minimize impact on program objectives. Providing evaluative data and/or recommendations that directly influenced the accuracy of budget forecasts and adherence to regulatory guides.
  • Master's or equivalent graduate degree in a field such as accounting, management, business administration, finance, or in a field of study directly related to the work of this position as described in the vacancy announcement.
  • 2 full years of progressively higher level graduate education leading to such a degree.
  • LL.B. or J.D., if related

Nice To Haves

  • Recent Graduates who satisfactorily complete all the USDA Recent Graduates Program requirements may be non-competitively converted to a Term or Permanent appointment in the competitive service.
  • Conversion is not guaranteed.
  • Recent Graduates converted to Term appointments may later be non-competitively converted to a Permanent competitive service position.
  • A Pathways Participant Agreement will be required if you are selected for a position.
  • The agreement must be signed by all applicable parties prior to entrance on duty.
  • First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected.
  • Travel, transportation, and relocation expenses will not be paid.
  • Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee.
  • Locality pay will vary based upon the selectee's duty location.
  • A final salary determination will be made upon selection.
  • If selected, official transcripts will be required prior to entrance on duty.
  • Relocation incentive of up to 25% of base pay may be authorized for eligible candidates.
  • This incentive requires a 2 year service agreement.
  • The service agreement details will be provided prior to the new employee's entrance on duty date.
  • Successfully complete at least 1-year of continuous service in addition to all requirements of the Program as outlined in the Participant Agreement.
  • Demonstrate successful job performance.
  • Meet the qualifications for the position to which the Recent Graduate will be converted.
