About The Position

The Opportunity: To achieve an organization’s mission, leaders need strong team members who will support the analysis of financial information and support senior leaders with financial business decisions. This role will help manage activities related to budgets, including financial status, obligations, and allocation of federal R&D funding. That is why we need you, an experienced Budget Analyst who can analyze every aspect of our customers’ needs and provide high-quality support. As part of our team, you'll serve as a strategic technical advisor to the Advanced Research Projects Agency for Health (ARPA-H), helping conceptualize, create, and execute advanced government-funded research and development programs to accelerate better health outcomes for everyone. You will work with world-class scientists and engineers to support the development of high-impact solutions to society's most challenging health problems. You’ll leverage technical expertise to provide strategic assessments of new technologies in support to senior ARPA-H decision makers. You’ll maintain responsibility for producing and presenting findings and recommendations to a team of colleagues and clients on the feasibility and potential impact of future research programs, assisting with the management of current programs and facilitating commercialization of successfully developed technologies. You'll serve as Budget Analyst helping clients accelerate their mission. Your attention to detail, flexibility, communication skills, understanding of the client's mission, and problem-solving will enable the mission's success.

Requirements

  • 5+ years of experience in federal budget execution or accounting
  • Experience with quantitative, accounting, and financial analysis
  • Experience using tools such as Excel
  • Experience a technical expert and problem-solver on complex program and financial issues
  • Knowledge of OMB Circulars, federal accounting standards, Interagency Agreements, including G-Invoicing, and the full spectrum of federal budget execution processes from appropriation to disbursement
  • Ability to translate complex financial concepts for non-financial audiences
  • Ability to analyze complex data sets, conduct research, identify anomalies, and deliver actionable recommendations aligned with organizational goals
  • Ability to work independently and collaborate and work effectively with cross-functional teams
  • Ability to travel up to 10% of the time
  • Bachelor’s degree in a financial field such as Accounting or Business

Nice To Haves

  • Experience supporting federal R&D agencies
  • Possession of excellent written and verbal communication skills
  • Master’s degree in Accounting, Business, or other financial field
  • Accounting Certification

Responsibilities

  • Conduct in-depth financial analysis and monitoring budget activity to support compliance with the operating plan and prevent Anti-Deficiency Act violations.
  • Evaluate the impact of internal and external policy changes on budget execution, proactively identify solutions, and collaborate with stakeholders to provide training, guidance, and support on Budget Execution (BE) processes.
  • Coordinate across offices and across internal stakeholders to support budget creation and analysis.
  • Conduct analyses of proposed and current budgets.
  • Coordinate with subject matter experts and leadership to support technical reviews, briefings, presentations, and decision support materials.
  • Build and maintain working relationships.
