About The Position

The Oregon Department of Environmental Quality (DEQ) is seeking two full-time Budget Analysts (Fiscal Analyst 2) to join their team in Portland, Oregon. DEQ is the primary regulatory agency responsible for protecting and enhancing Oregon's natural resources. The Central Services Division (CSD) supports the agency's mission by providing essential management services, including accounting and budgeting. Within Financial Services, the Budget Section is responsible for preparing the agency's biennial budget, monitoring it, analyzing legislation, responding to Emergency Board requests, and developing budget implementation plans, forecasts, and cash management updates. DEQ manages complex budgets with multiple legislative budgets, operating sub-program areas, and numerous funding sources and accounts, utilizing various state financial systems and MS Access for data management.

Requirements

  • 5 years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system; OR
  • 5 years of professional-level experience in accounting, fiscal auditing, management, or program analysis, some of which must have included modeling, forecasting, and analyzing fiscal information; OR
  • Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.
  • A Bachelor’s degree in business, public or non-profit management, finance, accounting, public policy, political science, public administration, economics, or a related degree may substitute for 3 years of the required experience.
  • A graduate-level degree in any of the above areas may substitute for 4 of the 5 years of experience needed.

  • Ability to prioritize workload to meet changing priorities, complicated assignments, and tight deadlines.
  • Experience with applying for federal grants and administration of a grants program.
  • Experience using data query tools to pull financial data from data warehouses such as OBIEE, Excel, and Power BI.
  • Ability to apply analytical skills to review and forecast expenditures, including experience identifying necessary data and creation of necessary tools.

Responsibilities

  • Responsible for all phases of budget development and execution for assigned program areas.
  • Maintain a general knowledge of all agency program budgets.
  • Analyze and forecast revenue and expenditure trends, capital outlay, and program modifications.
  • Review and analyze accounting data and spreadsheets to prepare fiscal status reports.
  • Compare actual expenditures and projections to operating and legislative budgets.
  • Review and analyze employee time charging, identifying potential incorrect charges and taking appropriate action.
