Lead end-to-end proposal development activities from Pursue/No-Pursue (PnP) through contract award for all D&S opportunities within the region. Collaborate with capture teams to develop high-quality, compliant proposal deliverables, including executive summaries, commercial, past performance, technical, and management volumes. Coordinate, execute, manage, and deliver competitive proposals aligned with defined winning themes. Identify and articulate organizational discriminators that increase the probability of win. Review solicitation documents (e.g., RFPs, RFIs) to understand requirements and translate customer needs into proposal strategies and content. Define proposal strategies that address customer requirements in a cost-effective manner while leveraging core technologies and existing products. Prepare and present proposal reviews to management. Develop timely, high-quality proposals aligned with customer requirements while promoting reuse and consistency across submissions. Interface with Sales, Marketing, Program Management, and engineering teams to prepare and validate proposals. Prepare cost basis of estimates and support cost analysis and justification activities. Identify and assess program risks and recommend mitigation strategies. Collaborate with Program Management to develop program schedules. Negotiate and validate workshare allocations across global sites for intercompany proposals. Interface with customers as required. Support growth and continuous improvement initiatives.
