About The Position

The Benefits Administrator will support the agency’s comprehensive benefits and payroll programs. This role will oversee key employee benefit functions, including VSDP, FMLA, ADA, leave administration, retirement, workers’ compensation, and employee service awards, while working closely with payroll operations and leading new hire benefits orientation. The agency is seeking a proactive problem solver and collaborative team member with the ability to research complex issues and accurately interpret policy. This individual should be a self-starter who takes initiative, responds promptly and professionally to employee benefit needs, and resolves matters with both accuracy and efficiency. The ideal candidate must be able to thrive in a high-volume environment, adapt to change, and contribute to building organized processes and structure within a growing and evolving agency.

Requirements

  • Demonstrated experience administering employee benefits programs, including health, dental, vision, life insurance, disability, retirement, and supplemental plans.
  • Experience processing benefit enrollments, terminations, and qualifying life events within an HRIS (e.g., Cardinal or similar system).
  • Experience with Virginia Retirement System (VRS) and VNAV reporting.
  • Working knowledge of state and federal laws related to benefits and leave (FMLA, ADA/ADAAA, ACA, HIPAA, Workers’ Compensation, VSDP).
  • Experience administering state leave programs and coordinating return to work processes.
  • Strong customer service skills with the ability to explain complex benefit concepts to employees clearly and professionally.
  • Experience maintaining accurate and confidential employee records, preparing reports, and ensuring compliance with HR policies and regulations.
  • Demonstrated ability to interpret policy, apply guidelines consistently, and collaborate with vendors, HR partners, and agency leadership.
  • Strong organizational skills with the ability to manage multiple deadlines, document processes, and track follow up items.
  • Excellent communication skills, both written and verbal.

Nice To Haves

  • Professional HR Certification such as SHRM-CP, SHRM-SCP, PHR or SPHR is preferred.
  • Proficiency in Microsoft Office (Word, Excel, Outlook).
  • Ability to learn new systems and processes quickly.
  • Demonstrated ability to adapt to organizational, policy, and system changes in a dynamic environment, reflecting agility as the agency evolves processes, technology, and workforce practices.
