About The Position

The City of Lynchburg Human Services Department is seeking a Benefit Programs Manager. This position is responsible for professional and intermediate administrative work planning, organizing, and directing the operation of public assistance programs for the Department. The manager assures that federal, state, and local Benefits programs, laws, and regulations are implemented to meet the public welfare needs of the City of Lynchburg. This role directly supervises the Benefit Programs Supervisors and is responsible for the indirect supervision of all Benefit Programs staff. Salary is negotiable based on relevant experience.

Requirements

  • Bachelor's degree in human services, management, or related field and considerable experience in Benefits, including in a supervisory/managerial capacity; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City criteria.
  • Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.

Nice To Haves

  • May also be required to complete higher levels of NIMS training as determined appropriate for the position.

Responsibilities

  • Plans, organizes and directs the workload and activities for all Benefit Programs units.
  • Coordinates, monitors, reviews and evaluates performance of the Benefits Section.
  • Directly supervises six (6) Benefit Programs Supervisors.
  • Sets expectations and evaluates performance, provides leadership and guidance.
  • Provides overall leadership, responsibility, and accountability for the effective, efficient, and compliant administration of all Benefit Programs by utilizing comprehensive knowledge and experience of program requirements, policies, and operations to ensure quality service delivery and program integrity.
  • Oversees and coordinates the training and developmental needs of the Benefits Section.
  • Establishes program goals, performance measures, and operational priorities and monitors progress toward achieving them.
  • Monitors program outcomes and compliance with all federal, state and local laws, policies and procedures.
  • Identifies operational risks, barriers, and opportunities for improvement and implements corrective actions as appropriate.
  • Analyzes program data, workload trends, performance measures, staffing levels, and service outcomes to inform operational decisions and resource allocation.
  • Prepares and reviews reports related to program performance, workload, timeliness, accuracy, compliance, and service delivery.
  • Uses data and performance information to identify trends and develop strategies for improving program outcomes and customer service.
  • Coordinates the work of the Benefits Section with other departmental services.
  • Employs, motivates and disciplines Benefits staff in coordination with the Assistant Director and Human Resources, following personnel policies and procedures.
  • Reviews recommendations for hiring, disciplinary actions and terminations and makes own recommendations to the Assistant Director and Director.
  • Communicates and coordinates with regional and state officials.
  • Ensures compliance of the Benefits section with all Departmental and City of Lynchburg policies and procedures.
  • Participates in City emergency operations plan that may include management of emergency shelters outside of normal work hours.
  • Serves on boards, task forces, work groups and organizations as appropriate.
  • Maintains knowledge of community resources and the services they provide.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
  • Provides direct supervision to six (6) Benefit Programs Supervisors who directly supervise Benefit Programs staff; responsible for the overall direction, coordination and evaluation of the Benefits Section.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws; responsible for interviewing, hiring, training employees; planning and assigning work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems for citizens as well as staff.
