About The Position

This position is open to Alaskan Residents only. The Department of Health is seeking an individual to ensure fiscally responsible access to health care for Medicaid beneficiaries. The role involves analyzing and reviewing financial data and billing reports to determine appropriate Medicaid rates for specific provider types using national models and methodologies. The analyst will interact with healthcare organizations, establish Alaska Medicaid reimbursement rates using accounting and critical thinking skills guided by state and federal statutes and regulations, and participate in committee and stakeholder engagement sessions to help design or revise rate-setting methodologies for healthcare services. The Office of Rate Review (ORR) is a 17-person team within the Commissioner’s Office of the Alaska State Health Department, focused on setting fair Medicaid rates, supporting health programs, and encouraging the development of health care services and facilities. Requirements

  • Principles of Accounting: Knowledge of generally accepted accounting principles, standards, and practices (for example, double entry accounting, accrual accounting), including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
  • Financial Systems: Knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
  • Analysis and Assessment: Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Written Communication: Writes in a clear, concise, organized, and convincing manner for the intended audience.
  • Auditing: Knowledge of generally accepted auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program audits.
  • Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with State and federal laws, regulations, and guidance.
  • Audit Reporting: Knowledge of the principles, practices, and techniques used to report audit findings (criteria, condition, cause, effect, and recommendation).

  • Prior accounting, budgeting, and/or financial management experience that includes such work as analysis, preparation, or evaluation of financial records and reports; cash management; financial auditing; financial planning; tax planning and preparation; or accounting systems administration.
  • Professional experience performing independent audits of organizations to assure fiscal compliance with contractual or grant terms or performing less complex management analyses and/or operational audits.
