About The Position

Orion Engineering & Consulting provides specialized marine, civil, and structural engineering services supporting complex waterfront and heavy civil infrastructure projects. Our team delivers planning, permitting, design, engineering, inspection, and construction support services for private marine terminals, port authorities, government agencies, marine contractors, and other infrastructure clients. With extensive experience in marine structures and heavy construction, Orion's principals and senior professionals have served as Engineers of Record for major design-build marine projects. Our capabilities include marine structural engineering, civil engineering, port and terminal design, structural inspections and evaluations, and engineering support throughout construction. As part of Orion Group Holdings, our Engineering & Consulting team has the unique ability to work closely with experienced construction professionals, bringing practical constructability, means and methods, schedule, and cost considerations into the engineering process.

Requirements

  • Bachelor's degree in Civil Engineering, Structural Engineering, or a closely related engineering discipline required.
  • Active Professional Engineer (PE) license required.
  • Minimum of 10 years of progressive experience in engineering design, project delivery, project management, and engineering leadership.
  • Demonstrated marine structural engineering experience required.
  • Proven experience managing multimillion-dollar engineering or infrastructure projects.
  • Experience managing multidisciplinary engineering teams, preferably across multiple offices or geographic markets.
  • Strong understanding of engineering operations, staffing, utilization, project financial performance, and resource management.
  • Demonstrated experience with marine infrastructure, ports, terminals, waterfront structures, foundations, or related heavy civil infrastructure.
  • Experience with design-build and other alternative project delivery methods strongly preferred.
  • Demonstrated experience coordinating engineering activities among multiple disciplines, consultants, contractors, and project stakeholders.
  • Experience supporting business development, client relationships, proposals, technical pursuits, and project interviews.
  • Experience coordinating engineering design with construction means and methods and constructability requirements.
  • Strong leadership, communication, organizational, decision-making, and relationship-building skills.
  • Ability to travel throughout the Atlantic Region as required to support offices, clients, projects, and business development activities.

Responsibilities

  • Lead and manage engineering teams throughout the Atlantic Region, including Project Managers, Senior Engineers, Engineers, Junior Engineers, Designers, and Drafters, while collaborating with engineering resources in other Orion regions.
  • Establish clear roles, responsibilities, expectations, and performance objectives for regional engineering personnel.
  • Conduct regular one-on-one meetings with direct reports and key team members to review performance, workload, professional development, and project priorities.
  • Foster a culture of accountability, collaboration, technical excellence, safety, quality, and continuous improvement.
  • Support recruiting, hiring, onboarding, succession planning, and regional staffing strategies in coordination with engineering leadership.
  • Develop strong technical and project leadership capabilities throughout the regional organization.
  • Monitor regional backlog, project pipeline, staffing capacity, utilization, and workload to ensure alignment with current and anticipated business needs.
  • Balance engineering resources across offices and projects to optimize utilization and minimize resource constraints.
  • Identify staffing gaps and develop recommendations for hiring, resource sharing, or subcontracting strategies.
  • Evaluate project performance and resource allocation to support profitable and timely project delivery.
  • Work with project leadership to identify and address performance risks before they affect project schedules, budgets, or client relationships.
  • Support regional business development efforts by contributing to pursuit strategies, client engagement, technical approaches, project execution plans, and proposal reviews.
  • Develop and maintain relationships with key clients, industry partners, consultants, contractors, port authorities, and other stakeholders.
  • Track engineering proposal activity and implement strategies to improve regional proposal win rates.
  • Establish measurable goals for proposal performance and successful conversion of opportunities into backlog.
  • Coordinate with estimating, engineering, and construction teams to ensure alignment of project scope, technical assumptions, execution strategies, schedules, and pricing.
  • Participate in key client meetings, presentations, interviews, and strategic pursuits.
  • Identify emerging market opportunities that support Orion Engineering's long-term growth strategy.
  • Strengthen alignment between Orion Engineering and Orion's construction operations to support integrated project delivery.
  • Ensure engineering solutions consider construction means and methods, constructability, project sequencing, schedule, safety, and cost efficiency.
  • Coordinate closely with construction leadership on design-build, progressive design-build, CMAR, and other alternative delivery projects.
  • Support engineering activities during preconstruction, estimating, procurement, construction, and project closeout.
  • Facilitate communication between engineering and field construction teams to address technical challenges efficiently.
  • Participate in project reviews and lessons-learned sessions with engineering and construction teams to identify opportunities for continuous improvement.
  • Develop, implement, and maintain standardized engineering procedures, processes, and workflows throughout the Atlantic Region.
  • Ensure consistency in engineering design quality, QA/QC processes, calculations, documentation, project controls, and final deliverables.
  • Promote engineering best practices and continuous improvement across regional offices.
  • Support the implementation and consistent use of engineering software, tools, templates, standards, and workflows.
  • Ensure engineering work complies with applicable codes, regulations, client requirements, and professional engineering standards.
  • Mentor Project Managers, Senior Engineers, and emerging leaders in project execution, technical leadership, financial management, business development, and client management.
  • Support the technical and professional development of Engineers, Junior Engineers, Designers, and Drafters.
  • Encourage continued professional development, PE licensure, technical training, and participation in relevant industry organizations.
  • Help establish and communicate career development paths within the engineering organization.
  • Identify high-potential employees and support succession planning for key technical and leadership positions.
  • Track, analyze, and report regional engineering KPIs, including utilization, backlog, proposal win rate, staffing efficiency, project profitability, schedule performance, and overall delivery performance.
  • Provide regular operational and performance updates to the Regional Engineering Leader and senior engineering leadership.
  • Identify operational, staffing, financial, technical, and market risks and recommend appropriate corrective actions.
  • Develop measurable regional performance objectives and monitor progress against established goals.
  • Use performance data to support staffing, investment, business development, and strategic planning decisions.
