About The Position

This position is responsible for directing the activities of an investigative field office to improve capabilities and operational procedures. The work is performed under the general supervision of the district manager through conferences and review of accomplishments concerning the achievement of the unit and division goals and objectives. The incumbent will be responsible for all supervisory duties including hiring and selection, developing performance plans, conducting performance appraisals, planning and directing work, approving leave, and taking disciplinary action as appropriate. The role involves directing, managing, and monitoring the activities of staff in the assigned regional office, including investigators and regulatory personnel, and delegating assignments, reviewing and quality controlling cases, and evidence control. The manager will meet with assigned personnel regularly to assess progress, provide guidance, and solve problems, serve as a team leader on special multi-jurisdictional projects, and ensure training is conducted regularly in accordance with policy and procedure. The position also provides guidance to Investigation Supervisors, collaborates on operational procedures, and ensures timely and objective performance reviews. The role requires providing support and advice to superiors, enforcing orders and policy, preparing reports of recommendations, and analyzing statements of functions. The manager is responsible for ensuring the office is staffed by high-quality personnel through recruiting, interviewing, and hiring in accordance with departmental policies. This includes interpreting laws, rules, and regulations, advising subordinates on policy and procedural changes, and overseeing the region office budget through strategic planning. The position ensures the office is adequately supplied with necessary equipment and forms, and that all property is maintained according to policy. The role involves answering public inquiries, making referrals, public speaking engagements, professional contacts, and promoting the department's goals and mission. Managers will be trained in Six Sigma and participate in process management, strategic planning, and process improvements. Press inquiries are referred to the Public Information Office. The position coordinates with law enforcement officials on unlicensed activity matters and testifies at hearings and trials. This position has security access to Facebook for research purposes only when conducting investigations. The role also performs and documents public presentations as assigned and other related duties as required.

Requirements

  • Proficient computer skills to include Word, Excel, PowerPoint and Outlook.
  • Knowledge of computer data bases.
  • Knowledge and use of the compliance management system and licensing system used by the Agency.
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Understanding written sentences and paragraphs in work related documents.
  • Knowledge of laws, legal codes, court procedures and government rules & regulations.
  • Communicating effectively with others verbally and in writing.

  • Four (4) years of professional experience conducting regulatory inspections or law enforcement investigations.
  • One (1) year of supervisory experience.
  • Must be willing to physically in the office to perform duties and responsibilities of this position.
  • Must have a valid driver's license.
  • Must satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit.
  • Male applicants born on or after October 1, 1962, must be registered with the Selective Services System (SSS) before their 26th birthday, or have a Letter of Registration Exemption from the SSS.
  • Must be able to learn and communicate effectively, orally and in writing, in English.

Responsibilities

  • Directing the activities of an investigative field office to improve capabilities and operational procedures.

  • Ensuring Review and Performance Plans are performed on time and are done objectively and fairly to assure achievement of performance standards/expectations.
  • Assuring performance improvement plans are made on employees falling below standards when appropriate.
  • Providing support and advice to superiors in a professional manner.
  • Enforcing orders and policy.
  • Preparing reports of recommendations and analyzing statements of functions prepared for operating personnel.
  • Ensuring office is staffed by the highest quality personnel available through recruiting, interviewing, and hiring personnel in accordance with the Department's policies, procedures, and goals.
  • Interpreting laws, rules, and regulations as they apply to state statutes and advising subordinates on all policy and procedural changes.
  • Overseeing region office budget through strategic planning.
  • Ensuring the office is adequately supplied and furnished with the necessary equipment, property, and forms to accomplish its mission and all property is maintained according to policy and procedure.
  • Answering public inquiries, making referrals, making public speaking engagements, making professional contacts, and promoting the goals and mission of the Department including participation in Sterling related activities and events.
  • Being trained in Six Sigma and participating in process management; strategic planning and process improvements to ensure efficient, streamlined procedures.
  • Referring press inquiries to the Public Information Office and assisting as directed.
  • Coordinating with law enforcement officials on unlicensed activity matters at the state, local or federal level and testifying at hearings and trials.
  • Performing and documenting public presentations as assigned.
  • Performing other related duties as required.
