About The Position

The Assistant Director of Family Services provides leadership and operational oversight for programs within the Family Services department. This position supports the Director by ensuring effective daily operations, staff supervision, program compliance, quality assurance, outcome tracking, and service delivery across multiple funding streams. The Assistant Director serves as a key leader within the department and assists in implementing strategic initiatives, monitoring performance outcomes, developing staff, and ensuring compliance with funding requirements and Community Action standards. The position acts on behalf of the Director when delegated and serves as a liaison among staff, community partners, volunteers, and agency leadership.

Requirements

  • Bachelor's degree in Social Work, Human Services, Public Administration, Psychology, Business Administration, Education, or related field; or equivalent combination of education and experience.
  • Five (5) years of progressively responsible experience in human services, community services, nonprofit management, workforce development, or related field.
  • Three (3) years of supervisory or leadership experience.
  • Experience with program compliance, performance outcomes, case management, or grant-funded programs.
  • Valid driver's license.
  • Ability to obtain Nationally Certified ROMA Implementer (NCRI) certification within established agency timelines.
  • Strong leadership, supervision, and team-building skills.
  • Knowledge of human services and Community Action programs.
  • Knowledge of program monitoring, compliance, and quality assurance practices for multiple programs.
  • Strong understanding of ROMA principles and outcome-based management.
  • Excellent organizational and project management skills.
  • Strong written and verbal communication skills.
  • Excellent interpersonal and conflict resolution skills.
  • Ability to prioritize multiple projects and deadlines.
  • Strong budgeting and fiscal monitoring skills.

Responsibilities

  • Assists the Director in implementing departmental strategies, goals, and initiatives that support agency priorities and Community Action principles.
  • Provides day-to-day operational oversight of Family Services programs, volunteer initiatives, and other assigned programs.
  • Monitors program performance and recommends operational improvements to increase effectiveness and efficiency.
  • Assists in developing and implementing policies, procedures, and best practices.
  • Coordinates program activities to ensure consistency and collaboration across departments.
  • Acts on behalf of the Director as assigned and assists with continuity of operations during the Director's absence.
  • Identifies opportunities for program growth, service enhancement, and improved client outcomes.
  • Monitors program compliance with federal, state, local, grant, and agency requirements.
  • Conducts routine file reviews, program monitoring activities, and quality assurance assessments.
  • Reviews service documentation to ensure completeness, accuracy, and compliance standards.
  • Assists in preparing for program monitoring visits, audits, and compliance reviews.
  • Develops corrective action plans when deficiencies are identified and monitors implementation.
  • Maintains current knowledge of Community Action Organizational Standards, ROMA principles, and applicable regulations.
  • Provides direct supervision of assigned staff and volunteers.
  • Assists with recruitment, interviewing, onboarding, training, and retention efforts.
  • Conducts performance evaluations and provides ongoing coaching and mentoring.
  • Supports employee development through training plans, cross-training, and professional development opportunities.
  • Assists with workload management and staffing assignments to ensure effective service delivery.
  • Promotes a positive, collaborative, and mission-focused work environment.
  • Monitors program outcomes and performance measures.
  • Assists staff in collecting, entering, validating, and reporting program data.
  • Reviews reports to ensure accuracy and timeliness.
  • Assists in preparing monthly, quarterly, annual, and grant-required reports.
  • Utilizes data to identify trends, improve services, and support decision-making.
  • Supports implementation and utilization of client tracking and reporting systems.
  • Assists the Director in monitoring program budgets and expenditures.
  • Reviews expenditures for compliance with funding requirements and budget allocations.
  • Supports grant implementation and performance management activities.
  • Assists with grant applications, renewals, and supporting documentation.
  • Tracks program performance measures to ensure contractual and grant obligations are achieved.
  • Develops and maintains positive relationships with community organizations, educational institutions, employers, faith-based groups, and other stakeholders.
  • Participates in community meetings, coalitions, outreach activities, and agency events.
  • Assists with community education, presentations, and awareness initiatives.
  • Represents the agency at meetings and community functions as assigned.
  • Supports resource development and collaborative partnerships that benefit agency clients and services.
  • Maintains expertise regarding the causes and conditions of poverty, barriers to economic mobility, Community Action principles, emerging best practices, and local, state, and federal policies affecting low-income individuals and families.
  • Applies this knowledge to improve services, strengthen outcomes, inform decision-making, and advance the agency's mission of bridging the gap from poverty to stability.
  • Maintains a strong working knowledge of PCS standards, including policies and procedures, organizational standards, grant and program compliance, procurement standards, and all other applicable policies and procedures as outlined by PCS.
  • Conducts self and performs work in an ethical manner in accordance with PCS standards of conduct, and other applicable policies
  • Maintains confidentiality of client, employee, and organizational information.
  • Attendance and participation in organizational team meetings and all staff days are required, some of which may be off-site and on weekends
