About The Position

This position will support ESD in managing, developing, and executing efforts to ensure New York State has a skilled workforce for emerging innovation sectors, with a focus on the impacts of Artificial Intelligence (AI). The role involves supporting strategic projects within ESD, such as Life Sciences and Quantum, and coordinating ESD's participation in projects initiated by the Executive Chamber, like the Governor's FutureWorks Commission. The anticipated duration of this role is 18 months. The position requires in-office presence, with potential for hybrid work schedules based on job duties and ESD policy. Requirements

  • Bachelor's degree in public policy, Economics, Data Science, Labor Relations, Science, or a related field.
  • 5 years of relevant full-time professional experience.
  • Knowledge of technology and economic development-related fields, including innovation economy sectors, technology regulation, tax policy, economic incentives, workforce development, public-private partnerships, research and development, commercialization, and business marketing.
  • Adaptability: Self-starter mindset capable of navigating a fast-evolving technological landscape.
  • Strong project management and attention to detail.
  • Technical & Analytical Competencies: Blend of scientific and technical literacy, government policy experience, experience with advisory boards or similar structures, and experience coordinating across agency teams and with the Executive Chamber.
  • Emerging tech fluency to grasp the mechanics, limitations, and deployment timelines of AI and automation tools.
  • Strong economic and labor market analysis skills to interpret complex workforce data, track industry trends, and understand the needs of innovation sector companies.
  • Proven experience in data synthesis to gather fragmented information and distill it into actionable policy insights.

Responsibilities

  • Serve as the primary manager of the consulting contract for the FutureWorks Commission, monitoring deliverables, quality, and project plans.
  • Coordinate multiple ESD staff and departments for contract management and substantive feedback to the Executive Chamber and consultants.
  • Perform detailed review of consultant materials, create internal summaries, flag issues, and coordinate feedback.
  • Draft and finalize required responses/content for ESD on a timely basis.
  • Assist with post-Commission proposals and implementation preparation, including State of the State and Budget proposals, program design, and process for external stakeholder feedback.
  • Support the portfolio of Innovation Workforce activities, with an emphasis on AI impacts, across NYSTAR and other divisions of the Small Business and Technology Development Division.
  • Manage activities of consulting firms, advisory boards, or commissions.
  • Undertake research of existing studies and reports to shape ESD proposals and requests for proposals.
  • Prepare materials for internal briefings.
  • Monitor and help manage Federal grant opportunities related to AI and Workforce.
