About The Position

Under the direct supervision of the Public Works Director, this position performs high level administrative, technical and professional level work in assisting the Public Works Director with day-to-day operations of the Public Works Department related to leadership, regulatory requirements, budgeting, program implementation, capital projects and overall operational support across all divisions of the Public Works Department. This position ensures effective execution of departmental projects, strengthens supervisory accountability, and supports the department in achieving strategic and operational goals. Responsibilities and reporting during an Emergency Situation: Employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.

Requirements

  • Public Works; Parks and Recreation; Landscape Maintenance and Stormwater Management experience necessary
  • Local Government experience desired.
  • Knowledge of the methods and practice of budget development, both capital and operating.
  • Ability to develop and install administrative procedures and operations and to evaluate their efficiency and effectiveness.
  • Use of modern office equipment, computers, electronic devices, and various programs and applications, including Microsoft 365, See-Click-Fix, Granicus, Geographic Information Systems (GIS) and Cartegraph.
  • Ability to prepare Requests for Proposals and bid specifications and evaluate proposals, basic principles and practices of cost estimating, budgets, and accounting.
  • Customer Service and excellent communication skills (written and verbal)
  • Knowledge of OSHA regulations and recognized safety operating practices for field monitoring activities, safe workplace.
  • Bachelor’s Degree and 5 years of experience in public administration and/or construction activities, including supervisory experience; or any combination of education and experience which would align with government and public works experience.
  • Two years (minimum) of experience in the operation and maintenance of roads, drainage, storm water systems, and related facilities.
  • Must possess and maintain a valid Florida driver's license with an acceptable driving record.
  • Must be a United States Citizen or eligible to work in the United States.
  • Must successfully pass a background check and alcohol and drug test.
  • Project Management Professional Certification (PMP) or ability to obtain within 1 year.
  • (GIBMP) Best Management Practices or ability to obtain within 6 months of employment.
  • (FDEP) Stormwater Erosion and Sediment Inspector Certification or ability to obtain within 6 months of employment.
  • First Aid/CPR or ability to obtain within one (1) year.
  • FEMA ICS-100, ICS-200, ICS-700 or ability to obtain within three (3) months.
  • FEMA ICS-800, ICS-300, ICS-400, or ability to obtain within two (2) years.
  • FDOT Temporary Traffic Control (TTC) [MOT (Maintenance of Traffic)] certification.
  • OSHA 10 or ability to obtain within one (1) year.
  • Licensed Drone Operator or ability to obtain within six (6) months.

Nice To Haves

  • Master’s degree in closely related field is preferred.
  • APWA Stormwater Manager Certification or ability to obtain within one (1) year.
  • Certified District Administrative Professional (FASD) or ability to obtain within two (2) years.
  • OSHA 30 or ability to obtain within one (1) year.
  • Microsoft Office Specialist (Word & Excel) or ability to obtain within one (1) year.

Responsibilities

  • Assists the Public Works Director in the planning and implementation of a comprehensive Public Works Operations and Maintenance program for the District; integrates public works programs and activities with city, county, state, and federal departments and/or agencies.
  • Performs aspects of project management for projects; develops plans, detailed project scopes, technical specifications, and cost estimates; prepares permit applications to obtain all necessary permits; prepares contract documents and bid packages.
  • Assists with development, implementation and updating of Standard Operating Procedures (SOP’s) and maintenance schedules for the Public Works assets, facilities, and equipment.
  • Identifies and develops scope and budget for new projects; assists in development of Capital Improvement Program.
  • Assists in monitoring construction projects including preparing bid documents, contractor selection, preparing Board agendas and resolutions, project planning and scheduling, and supervising the construction of projects from design through completion to ensure quality and compliance with program standards.
  • Performs construction management administrative functions such as developing and maintaining a project status tracking log and preparing memos, letters, reports, meeting minutes, etc.
  • Assists with plans, schedules and oversees on-site project activities; performs progress inspections of construction activities to ensure quality and conformance with approved designs, specifications and applicable codes and standards.
  • Identifies and resolves project issues; ensures that projects progress on schedule and on budget.
  • Consults with consultants and appropriate staff on problems with design and construction; makes recommendations to Public Works Director for problem resolution.
  • Responds to and resolves public inquiries and complaints. Investigates issues identified by residents, Public Works personnel, engineers, or other staff; evaluates technical issues; researches and evaluates multiple solutions.
  • Assists in writing and administering grants; completes all required documentation and requirements during the different phases of projects.
  • Executes various procurement responsibilities, including soliciting, reviewing, and approving vendor proposals; reviews and approves vendor invoices and contractor pay applications.
  • Performs contract management for the Public Works Department for various services and functions as designated.
  • Assists in recruiting and selecting professional employees. Provides direction, coaching, performance management, and accountability to Public Works personnel in the absence of the Public Works Director.
  • Assists the Public Works Director with attaining the goals and objectives of the Public Works Department and provides new ideas and strategies to accomplish said goals.
  • Assists in preparing county, state and federal reports as per established regulatory requirements.
  • Serves as the GSCDD liaison for internal and external communications and marketing efforts, coordinating with District departments to ensure timely, accurate, and consistent messaging regarding projects, maintenance activities, service impacts, programs, and upcoming initiatives.
  • Develops and provides content, project updates, and operational information for the District website, social media platforms, e-newsletters, public notices, presentations, and other communication channels to keep residents, businesses, and stakeholders informed and engaged.
  • Supports community engagement, public outreach, and marketing initiatives by promoting Public Works and GSCDD programs, services, projects, and events; responding to inquiries; and helping enhance transparency, public awareness, and community participation in District operations.
  • Performs other duties as assigned.
